The Risk, Controls & Oversight team in US Retail Banking/NAM Consumer Business Support Unit (CBSU) is looking for a seasoned Risk & Controls Lead reporting directly to the AML Execution/Quality Control Project Group Manager with matrix reporting into CBSU site managers.  The Risk & Controls Lead will be responsible for end-to-end management of AML/KYC related Issues and related Corrective Action Plans, Manager’s Control Assessments (MCA) and managing various AML/KYC and risk and control related initiatives that the business has direct or indirect ownership of.  In addition, the Risk & Controls Lead will be responsible for proactively engaging and working with key business partners to strengthen controls, mitigating risks and driving all efforts to successful outcomes within committed timelines.  Detailed responsibilities include but are not limited to:Manager’s Control Assessment (MCA):

  • Provide MCA program guidance to site managers and process team leads as needed
  • Assess impact of MCA program/policy changes and communicate to stakeholders as required
  • Maintain all relevant business process maps/process flows
  • Assist site managers and team leads with modifications to the relevant Process, Risk, Control, Monitoring statements as required.  Update narratives in the Control Inventory Tracking Application (CITA) as required
  • Conduct independent testing and monitoring of process controls as specified by process frequency
  • Produce monthly and quarterly control execution and control monitoring reports as specified by the Manager’s Control Assessment requirements
  • Work with central NAM CBSU Governance & Oversight team and internal Consumer Business Operations Risk Compliance (CBORC) teams to record and report on quarterly results

Issue Management:

  • Lead the identification of and drive resolution of issues, including those outside established norms for the designated site, in collaboration with the centralized NAM CBSU Governance and Oversight team
  • Hands-on experience with managing issues and corrective action plans.  Utilize Citi’s central issue management system of record (iCAPs - Interactive Corrective Action Plan System)
  • Adhere to Citi’s North America Issues Management procedures
  • Attend US Retail Banking and US Risk issues management governance forums as required
  • Facilitate opening of all new Issues/Corrective Action Plans for the NAM Consumer Business Support Unit (CBSU)
  • Work with site managers, team leads and functional subject matter experts to identify, collect, store, review and package relevant artifacts/evidence needed for ensuring successful issue validation and closure
  • Review and challenge all relevant artifacts/evidence to ensure that the letter and spirit of the issues and corrective actions plans are met
  • Coordinate Issues/Corrective Action Plan validation requests – serve as liaison between review organizations (Internal Audit, Compliance Testing, Ops Risk Management, Information Security)
  • Coordinate new exam activities – serve as liaison between 2nd and 3rd line of defense review/testing organizations (Internal Audit, Compliance Testing, Ops Risk Management, Information Security) and the NAM CBSU
  • Analyze and challenge 2nd and 3rd Line of Defense findings where warranted
  • Coordinate issue validation activities – serve as the single-point-of-contact for all documentation requests, questions, and clarifications related to the validation of issues sourced from Internal Audit, Compliance Testing, Ops Risk Management, Information Security.
  • Produce weekly, monthly, quarterly management status reports as required
  • Ensure that all Issues and Corrective Action Plans are delivered on time (zero tolerance for past due and/or re-targeted completion dates)

Project Management:

  • Lead the facilitation, coordination and resolution of efforts for the designated business site via project planning, execution, and control for key NAM CBSU and Risk initiatives as needed, in alignment with requirements and standards set by the centralized governance and oversight team
  • Work with stakeholders to ensure that project scope definition meets business objectives
  • Manage portfolio of small to large scale AML/KYC and/or risk and controls related projects – work with site managers and team leads to develop project charters, project plans, track status on project milestones/deliverables, escalate issues as required etc.
  • Direct the identification of risks which impact program delivery and ensure mitigation strategies are developed and executed when necessary
  • Assist project leads/business partners in negotiating for resources owned by other departments in order ensure execution
  • Identify, mitigate and resolve key risks which impact program and project deliverables
  • Perform detailed Business Analysis as needed with efforts.
  • Prepare and direct the communication of status and issues to all stakeholders, including senior management, on a timely basis.  Produce and included metrics needed for relevant forums and committees
  • Closely monitor project progress and ensure timely completion as most efforts have Audit or Regulatory commitments.
  • Identify, build and manage key relationships across the organization
  • Drive adherence to Citi’s project management processes, procedures, methods

Continuity of Business (CoB) Support:

  • Support the NAM CBSU in the implementation and execution of its Business Recovery Plan
  • Understand the current business recovery strategy for the NAM CBSU
  • Ensure full compliance with Citi’s CoB Policy and Standards – document and resolve any instances of non-compliance in a timely manner
  • Coordinate required testing with Business Recovery Team Members
  • Participates in required training activities
  • Ensure business recovery team members are informed as to all planned events and deliverables
  • Ensure that Denial of Access (DoA) testing is successfully performed on an annual basis
  • Ensure that Denial of Service (DoS) testing is successfully performed on an annual basis
  • Ensure that Business Recovery Strategies reflect current organizational and functional process requirements

  • Proven track record in delivery of multiple parallel initiatives is essential
  • Proven track record of operational process change and improvement is essential


  • Bachelor’s Degree and/or equivalent proven track record and experience in Risk & Controls, Operational Risk, Internal Audit or Compliance Testing
  • 7-10 years relevant project experience in a Financial services environment with track record of success
  • Strong Project Management/analytical skills/working knowledge of the techniques for planning, monitoring and controlling programs and resources
  • PMP Certification a plus
  • Proficiency in the Microsoft tool suite including SharePoint, Excel, Word, PowerPoint, Visio, and Project.  Heavy use of Pivot Tables, VLookups and other advanced Excel functions
  • Knowledge of Consumer / Small Business banking business
  • Knowledge of Anti Money Laundering (AML), Know Your Customer (KYC), Customer/Enhanced Due Diligence (CDD/EDD)
  • Understanding of regulatory requirements
  • CAMS certification a plus
