Role description:Arcadis is seeking a
Right of Way Oversight Manager in Selma, CA to oversee and manage all aspects of right-of-way activities related to the CA high-speed rail heavy civil project. This role involves coordinating with various stakeholders, ensuring compliance with legal and regulatory requirements, and managing the acquisition and disposition of properties for the project.
In this role you will be responsible for controlling and improving the CAHSR ROW, and property access including interaction with the owner, the contractor, and other third-party entities. Additionally, the ROW Specialist collaborates with internal staff to research ROW issues, identify work tasks, and push project deliverables necessary to bring parcels forward for construction. This position will actively maintain records and databases of activities on and along the rail corridor.
Role Accountabilities: - Works with various 3rd Parties both internally / externally on obtaining land rights documentation and properly documenting the tasks completed.
- Participates in third-party directives including the research and approval sessions.
- Knowledgeable of land rights of various entities and utilities or willing to quickly expand the general knowledge of such.
- Provides technical guidance to Segment Leads, Constructions Leads, and ROW Oversight Manager on determining replacement rights.
- Develop and implement comprehensive right-of-way plans and strategies aligned with project goals and collaborate with project management and legal teams to ensure project timelines and objectives are met.
- Interface with governmental agencies, property owners, community representatives, and other stakeholders to address concerns and facilitate smooth right-of-way processes.
- Ensure compliance with all relevant laws, regulations, and guidelines governing right-of-way activities and collaborate closely with legal counsel to address legal issues related to property acquisition and disposition.
- Oversee the identification, negotiation, and acquisition of properties required for the project and develop and implement strategies for the orderly disposition of excess properties after project completion.
- Identify potential risks and challenges related to right-of-way activities and develop mitigation plans and work closely with project teams to address unforeseen issues and minimize project delays.
- Maintain accurate and comprehensive records of all right-of-way transactions and activities and prepare regular reports for project stakeholders and senior management on the status of right-of-way processes.
- Develop and execute communication plans to inform affected communities and stakeholders about right-of-way activities and address public concerns and inquiries related to property acquisition and project impacts.
- Lead a team of right-of-way professionals, providing guidance, training, and support as needed and foster a collaborative and positive work environment within the right-of-way team.
- Coordinates and tracks with Program R/W to determine easement templates for various 3rd Parties.
Required Qualifications: - Five (5) years or more of land or project-related experience, preferably with utility relocation but not required.
- Bachelor's degree in a relevant field (e.g., Real Estate, Urban Planning, Business Administration).
Key Skills and Attributes: - Experience in right-of-way management, particularly in large-scale infrastructure projects.
- Strong understanding of legal and regulatory frameworks related to property acquisition.
- Excellent negotiation, communication, and people skills.
- Proven leadership experience in managing teams and complex projects.
- Familiarity with high-speed rail or heavy civil construction projects is a plus.
