About the PositionThe expected salary range for this role on hire is $105,649 - $146,116WHO WE ARE works to preserve and increase the supply of affordable housing; maintain existing housing in a safe and sanitary condition; preserve the safety and quality of residential and commercial areas; ensure fair and equitable relations between landlords and tenants; and support the success of common ownership communities - all with a focus on reducing racial inequities and climate change impacts.
WHO WE ARE LOOKING FORThis role is part of the DHCA senior management team, which supports the Department Director and the County's housing priorities and initiatives. The Division Chief will provide strategic guidance to address complex and sensitive landlord and tenant issues, ensure landlords and tenants are aware of their rights and responsibilities under the law, and serve as a key influencer on policy and regulatory matters.
What You'll Be DoingThe Rental Housing Division Chief provides leadership and management oversight for the Office of Landlord and Tenant Affairs and the Office of Rent Stabilization, reporting to the Director of Housing and Community Affairs.
- Division and Staff Management - provide leadership and management for planning, development, and implementation of division goals and objectives.
- Rent Stabilization - direct the development and implementation of the rent stabilization program ensuring enforcement of and compliance with laws, regulations, and policies.
- Landlord and Tenant Affairs - provide leadership in the execution of landlord and tenant laws and regulations, ensuring proper enforcement and program compliance.
- Program Governance, Guidance and Analysis - serve as the leader and expert in providing guidance, analysis, and advice related to the governance of all landlord and tenant programs.
This position requires the ability to attend meetings or perform work at locations outside the office.
Minimum QualificationsEducation: Bachelor's Degree from an accredited college or university
Experience: Seven years of progressively responsible professional experience in housing, urban planning and development, landlord-tenant issues or other related fields, three years of which were in a supervisory or executive capacity.
Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview PreferencesAll applicants will be reviewed by OHR for minimum qualifications. Employees meeting minimum qualifications who are same grade or higher will be placed on Eligible List as a "Transfer" candidate and may be considered for interview.
Preference for interviews will be given to applicants with experience in the following:
- Management experience in a context involving compliance with local, state, or federal laws and regulations.
- Familiarity with local, state, or federal Housing Regulatory and Policy Development.
- Experience with rent stabilization and landlord-tenant affairs laws, regulations, and policies.
- Experience in collaborating with various housing programs such as moderately priced dwelling units, licensing, multifamily housing, asset management, IT, and code enforcement.
- Experience working with government agencies or public sector organizations.
- Strong analytical skills with the ability to assess and revise regulations and policies to meet evolving needs.
- Excellent communication skills, both written and verbal, with the ability to convey complex information clearly to diverse audiences.
