Major Duties


The Regulatory Relations Specialist supports the centralized administration of all state and federal regulatory compliance obligations of the Company. This includes responsibility to establish and update compliance processes throughout the Company's operations. Beyond the compliance aspect of this position, the analyst is expected to evaluate compliance alternatives and impacts on company strategy and financial position. The Regulatory Relations Specialist may be called upon to provide meaningful regulatory and economic analysis with regard to product and service entry / exit strategies. The Regulatory Relations Specialist must also be able to manage and administer network and econometric models used in establishing cost floors as well as universal service analyses. The Regulatory Relations Specialist may also be required to establish demand and revenue trends for budgeting purposes as well as be called upon to determine monthly, quarterly, and annual variance explanations and solutions.


Responsibilities


Provides support for all regulatory cost studies used to support the Company's rates and revenues from regulated services. Prepare and review financial exhibits for rate proceedings before regulatory commissions.

Performs job duties consistent within safety, legal and regulatory requirements; company standards, culture and business practices.

Manage and administer departmental network and econometric models related to IP, Loop, Switch, and Interoffice plant.

Develop and defend TELRIC and LRIC economic cost studies, Cost Separations Studies, and developing State Revenue Requirements for state ratemaking purposes. Coordinate communication of study impacts to company stakeholders. Regulatory witness preparation may entail detailed communication of internal analytical data drivers and benchmarks to ensure full understanding of results.

Participates in the development and implementation of Company regulatory strategy at the state and federal levels. Responsible for all facets of ongoing compliance reporting, special data requests, and support for company filings, petitions, testimony, etc.

Research, analyze and monitor financial, technological, and demographic factors of decision makers, users and usage of telecom products and services, in order to identify trends and to 1) capitalize on market opportunities; 2) minimize effects of competitive activity in markets in which Consolidated Communications operates or plans to operate.

Provide analytical support for integration and oversight of operating-unit marketing plans to maximize return on investment and ensure consistency with and contribution to the company's strategic direction. Participate in interdepartmental team meetings and readily communicate results of analyses and provide directional input based on results.

Establish trend lines, revenue projections, variance explanations and solutions for monthly, quarterly, and annual budgeting process.

Effectively communicate to management with regard to cost and revenue variations related to budgeting, compliance filings, ongoing strategy, and product entry/exit decisions.


Qualifications


To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Individual will be required to perform economic / managerial analyses that must be defensible under regulatory scrutiny. Individual must have understanding of regulatory accounting principles, including average schedule, rate-of-return and price cap regulation. Individual must be familiar with economic cost analysis and network and econometric modeling.

Education/Experience:

Bachelor's degree in Business, Finance, Economics, Engineering or equivalent 5 years related telecommunications experience and/or training; or equivalent combination of education and experience.

Language Ability:

Ability to read, analyze and interpret common marketing, industry and technical journals, financial reports, and legal documents. Applicant should be able to communicate effectively data requirements to all responsible departments, respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Present effectively information to other company department representatives, internal management, and top management if needed.

Math Ability:

Apply mathematical concepts in development of defensible analyses subject to regulatory scrutiny. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis may be required at given times.

Reasoning Ability:

Able to define problems, collect data, establish facts, and draw valid conclusions. Apply interpretation skills for an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills:

Able to effectively use e-mail, Microsoft (Excel, Word, PowerPoint and Access) software, Peoplesoft and other database query tools.
