PURPOSE AND SUMMARY STATEMENT
Leads the implementation and management of Environmental, Health, and Safety (EHS) and Department of Transportation (DOT) compliance programs at GROWMARK, Inc. propane, refined fuel, and bio-fuel terminals.
ESSENTIAL JOB FUNCTIONS
Serves as safety, environmental and regulatory expert for and ensures compliance with the Process Safety Management (PSM), Risk Management Programs, OSHA, DOT and GROWMARK Environmental Compliance programs and plans at all applicable facilities.
Designs, develops, implements and oversess the environmental, health and safey programs and procedures to safeguard employees and surrounding commuinties and to ensure that all facilities are in compliance with regulations.
Ensures all processes of the terminal meet environmental control requirements and specifications.
Continually monitors terminal EHS performance and identifies risk or areas for improvements.
Ensures all requirements of OSHA programs such as HazCom, Lockout/Tagout, etc. are being met.
Prepares and leads annual hands-on OSHA training to each facility.
Conducts required OSHA inspections at each facility.
Ensures all CDL requirements are met for applicable drivers and manages the log books.
Conducts vehicle CDL inspections.
Ensures DOT compliance at all applicable facilities.
Serves as liaison to, and ensure compliance with all applicable regulatory issues by on-site contractors at the facilities; includes monitoring onsite contractor activities, developing safety plans and communications with this group of external employees.
Participates in audits and inspections of the facilities by GROWMARK Environmental, Safety, and Insurance staff, implements the required corrective actions, and responds in a timely manner to audit and inspectionreports.
As needed, assist facility operations personnel with routine regulatory compliance tasks; including taking part in monthly SPCC inspections, fire extinguisher inspections, roof seal checks, etc. Provide training for compliance tasks and assist with creating ongoing maintenance schedules.
Utilize PureSafety training system to track completion of required periodic regulatory tasks at each facility.
As needed, utilize PureSaftey training system to assign additional regulatory compliance training to facility personnel.
Perform periodic EHS and DOT compliance inspections and recommend improvements of conditions at the facilities.
Conduct accident investigations and develop procedures for correction and/or prevention.
Coordinate with GROWMARK Safety and Environmental staff in monitoring EHS and DOT laws and regulations which may impact compliance programs.
Respond to crisis-related emergencies.
Provide assistance and direction to GROWMARK facility management in the area of EHS and DOT.
Serves as backup to Mgr, Project and Facility Operations as needed.
OTHER JOB FUNCTIONS
Conducts or assists in training of local emergency response teams to protect the resources of the community.
Serve as a liaison between Facility Operations and GROWMARK Environmental, Safety, Insurance, and Engineering Services.
Serve as a liaison with regulatory agencies.
Follows GROWMARK’s Code of Conduct and Corporate Compliance Program, Environmental Health and Safety, OSHA and DOT policies and procedures as they apply.
Performs all other duties as assigned.
Normally requires a Bachelor’s degree in Environmental, Health and Safety discipline or the equivalent thereof, and 5 years or more of EHS related work experience to demonstrate knowledge of safety, environmental and regulatory compliance.
Demonstrates essential abilities including business knowledge, collaboration, communication, customer focus, decision making and skill development.
Must have and maintain a valid driver’s license and satisfactory driving record.
Must have, or be willing to obtain, at least a 24-Hour Technical Level HAZWOPER Certification.
Must have demonstrated experience with OSHA Process Safety Management (PSM) and EPA Risk Management Program (RMP) plans.
Must have experience with, or the ability to learn, the PureSafety on-line training system.
Occasionally exposed to noisy conditions.
Required to occasionally work at varying heights.
May require the ability to lift 25 lbs. and use man-lifts, stairs, and ladders.
Proven ability to maintain complete confidentiality.
Occasionally required to work extended hours.
Ability and willingness to participate in required training that may include education on GROWMARK’s policies and procedures and additional training as it relates to the requirements of the position.
