The Okland Arizona Safety Director is responsible for directing the overall Safety, Health, and Environmental ("SH&E") programs primarily for Okland's Arizona operations. Together with other Safety Leadership, provides safety, health, environmental, and operational risk technical expertise and leadership to Okland's leadership team, corporate directors, and the senior operations team. This Safety Director with other Safety Leadership develops annual SH&E goals and objectives and works to ensure such goals and objectives are met. Safety Director also works closely with Okland's leadership and its operations team to ensure that Okland's safety program complies with any legal requirements and that it is effective in keeping projects and people safe.
The responsibilities of this position include, but are not limited to:
• Provides leadership and direction to ensure the effective development, implementation, and consistent compliance with Okland's safety, health, and environmental programs on all Arizona project sites.
• Manage mitigation efforts for mid- to high-level operational risks.
• Acts as a champion for recognizing employees' good safety practices and creates positive safety incentive programs, including a near miss and good catch program
• Support Okland's interactions and communications with Arizona-based Safety and Environmental Regulatory Agencies.
• Responsible for implementing the Okland's CARE program, as it applies to safety
• Provides specialist technical advice regarding safety, health, and environmental issues
• Actively participates in the technical and resource planning of company safety, health, and environmental initiatives
• Maintains awareness of the latest safety, health and environmental regulations by participation in rulemaking and industry associations. Implements procedures and practices to ensure compliance
• Develop and manage incident reporting and investigation process, including incident alert notifications, root cause analyses, etc.
• Ensures maintenance of OSHA 300 logs and 300A summaries on all project sites, as well as annual posting requirements
• Oversight of safety records, statistical development, and analysis of associated data
• Responsible for developing/refining, implementing, analyzing and report on safety-related key performance indicators.
• Performs project site safety compliance inspections, including written reports, correction of observations, and recommend follow-up actions to prevent recurrence
• Develops and oversees implementation of crisis management plans
• Researches, plans, organizes, and implements safety training programs on subjects such as OSHA 10 & 30 hour certifications, Project Responsible Person, Personal Protective Equipment, CPR/First Aid, Motorized Elevated Work Platform, Forklift Operation Certification, Rigger & Signal Person, Confined Space, Trenching and Excavation, Hot Work Permits, and Fall Protection.
• Manages Okland's Hazardous Materials Management program
• Assists with maintaining Okland's Drug & Alcohol Program, including the required pre-employment, random, and post-accident drug testing
• Builds and maintains rapport with Okland's subcontractors on all projects and assesses their adherence to contract safety performance standards. Participates as an active member of pre-construction team when identifying and selecting subcontractors
• Contributes to development and management of owner or contractor-controlled insurance programs
• Has a heavy influence on decision making to recruit, hire, mentor, provide performance reviews, and train safety professionals throughout the company
• Actively manages Okland's site safety managers to ensure each site is appropriately staffed
• Participates in pre-bid, pre-construction, and other meetings to ensure subcontractors' compliance with Okland's safety program, contract specifications, and other applicable requirements
• Collaborates with marketing and estimating to respond to RFQ, RFP, and other similar materials, as they relate to safety.
Education and Experience Requirements:
• Bachelor's degree in Occupational Safety, Health, or Environment or technical discipline related to commercial construction
• 12+ years of SH&E and/or combined field safety experience; CSP, CHMM, and/or CIH certification or equivalent is required
• Advanced knowledge and ability to enforce all federal, state, local and company safety regulations required
• Must have ability to recognize hazardous situations and orchestrate the implementation of timely corrective measures
• Certification as OSHA 500 "Train the Trainer" preferred; OSHA 30 required (if candidate does not have the OSHA 30, will be required to obtain within 90 days of hire)
• Excellent interpersonal and communication skills mandatory
• Must have a valid driver's license and willingness undertake extensive travel to distant project sites
• Must have strong team orientation yet comfortable in "taking charge" in crisis situations
