JOB SUMMARY: Under general direction, establishes and manages the activities of the Rotational Primary Care Provider Network and Tribal Health Recruiting (THR) function, including establishing and maintaining productive working relationships with the Tribal Health Organizations (THOs) and regional hospitals and clinics and their leaders.
Works with Human Resources department to establishes policies and procedures for provider on- boarding and supporting the medical staff application process for all primary care providers.
Works with the PhysicianRecruiters to recruit, hire and retain participating primary care providers.
Includes oversight of the Tribal Health Recruiting department and Rural Provider Network.
Provides monthly and quarterly reports that reflect THR professional recruitment efforts. Ensures that required Indian Health Service nurse position reports for Alaska are completed quarterly and that yearly LRP scores are compiled and provided for statewide facilities (physicians, mid-levels, and nursing). Monitors department budget and makes adjustments as needed to keep within budget.
Works with THOs and regional leadership to develop an orientation and on-boarding program for all providers.
Assists in the on-boarding program for all providers.
Serves as the main liaison between THOs and ANTHC primary care providers. This includes successfully matching providers with opportunities that are appropriate to their skills and beneficial to both organizations.
Arranges schedules for regional rotations and all accompanying logistics.
Helps facilitates travel and housing arrangements for providers in collaboration with the THOs, regional hospitals and clinics and their staffs. Contacts providers prior to travel to confirm they have received all necessary information.
Works with the Alaska Native Medical Center and THO Medical Staff Offices to assist with licensing and credentialing needs for an assignment and work with the regional hospital/clinic staff to facilitate the medical staff application process and ensure all issues are resolved in time for the assignment to start as planned.
Assists in expediting paperwork to allow rotating providers to establish initial enrollment with various payers to encourage timely billing and reimbursement.
Provides continual process improvement evaluation after each rotation and implements on the spot changes to improve provider experience for future assignments.
Obtaining receipts and maintains all travel related records and documents.
Develops and implements internal marketing plan to encourage the use of the Primary Care Provider Network within the ATHS.
Maintains regular communication with the regional Clinical Directors and hospital administrators to receive feedback about primary care providers and Rotational Provider Network processes.
Must provide monthly report for the ANTHC Board of Directors on revenues, expenses, utilization and overall program status.
Other activities as directed in support of the efficient operation of the Rotational Primary Care Provider Network and Tribal Health Recruiting program..
Provides leadership, direction, and guidance to assigned staff. Develops goals and priorities in conjunction with employees, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff.

MINIMUM EDUCATION QUALIFICATION
Bachelor’s Degree in related field required
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory - Five (5) years’ experience with program development, implementation, and management.
Supervisory - Two (2) year involving employee supervision.
PREFERRED EXPERIENCE QUALIFICATION
Experience in the Alaska Tribal Health System.
May require frequent travel within Alaska in small fixed wing aircraft; travels outside Alaska. May be required to work outside the traditional work schedule. May be called out to work off-shift in emergency situations.
