Position Summary:

This QI Specialist position performs QI activities which include concurrent and retrospective chart review to measure clinical performance. Responsibilities include medical record review, QI data analysis and reporting, Physician Advisor interaction, and special projects which are coordinated and directed by the QI/UM Team Leader or Assistant Director. May design and initiate special projects as supervised by department management.


A. Education: Completion of an accredited Nursing (RN), Physician Assistant, or Bachelor's Degree in related healthcare, preferred.

B. Knowledge: Knowledge of medical terminology, anatomy and physiology, diagnosis, surgical procedures, and basic disease processes. Analytical ability required to gather data, decide on conformity based on predetermined criteria, identify problems and refer for resolution. Basic knowledge of medical records coding standards. Awareness of licensing and accreditation standards. Proficient with QI methodologies, applications and theory. Proficient with Microsoft Office, Microsoft Access and other project management applications. Knowledge of adequacy of documentation, and ability to conduct research of issue at hand, as well as formulate recommendations based on findings; Capable of providing in-service education to health care providers on quality issues based on data outcomes or industry standards. Advanced knowledge of unit operations, performance improvement, regulatory and professional standards, evidence-based practice patient safety/risk management, and outcomes management. Ability to problem-solve creatively and analyze processes and systems.

C. Skills: Must possess advanced interpersonal and communication written and verbal skills necessary to gather and exchange data (both internally and externally) with members of the health care team. Ability to independently assess which data management and statistical strategies are needed to optimally report outcomes. Ability to assess medical records and make determinations on clinical criteria with policies and procedures, with experience in assigned specialty. Demonstrated competence in all areas identified in the Competencies, Dimensions, Problem solving, and Information Management sections. Ability to: o Work with departmental quality improvement committees to execute effective performance improvement projects o Facilitate, influence and negotiate individual and group decision making. o Function effectively in a fluid, dynamic, and rapidly changing environment. o Analyze, synthesize, and summarize information to develop recommendations for improvement. o Establish goals that require planning and coordination of work assignments. Ability to analyze complex data sets using the computer. Advanced data mining/management, data collection instruction, including ability to show data in a user-friendly format for a variety of audiences. Work requires good analytical and problem-solving ability to assess, prioritize and solve highly complex clinical and systems problems. Strong problem identification and resolution skills. Excellent interpersonal and communications skills required to work with a diverse group of people. Ability to balance multiple tasks simultaneously and quickly switch between priorities/tasks. Ability to interact with all levels of staff and adapt to a rapidly changing work environment.

D. Required Licensure, Certification, Etc.: Licensed in the State of Maryland as a Registered Nurse (RN), Physician Assistant (PA), or licensure in a related healthcare position. Relevant experience in a health care setting with experience in statistical analysis preferred.

E. Work Experience: Requires five years equivalent full-time clinical experience as registered nurse, M.D., P.A., Experience in at least two areas of clinical specialty is preferred. Prefer a minimum of three years related experience in quality improvement or safety, collecting and analyzing data, preparing reports, identifying and solving problems and conducting educational programs with hospital staff, facilitating discussion with multidisciplinary team to recommend solutions etc.
