Purchasing Manager

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Contributes in the design, development, implementation and maintenance of procurement, purchasing, logistics and distribution directives, rules and guidelines, in order to achieve the most cost-effective processes for the organization
  • Responsible for year-over-year materials cost improvement
  • Responsible for year-over-year inventory turns improvement while improving supply chain delivery performance
  • Works closely with other supply chain team members to accomplish overall company goals for safety, quality, delivery, cost, and inventory.
  • Analyse market and delivery systems to assess present and future availability
  • Develops, maintains and manages a relationship with vendors and internal customers on all organizational levels that will deliver mutual benefits for the Company
  • Develops and implements purchasing and contract management instructions, policies and procedures for consistent application throughout the organization
  • Selects and approves domestic and international suppliers or partners for the organization based upon a thorough selection process, in order to ensure the supplier selection is in alignment with Company strategy
  • Responsibility for negotiating the best possible pricing and terms with the vendors confirmed by contracts within the Company's directives, rules and guidelines
  • Directs and coordinates activities of personnel engaged in buying, selling, and distributing materials, equipment, machinery, and supplies
  • Working with Finance, Administration and Operations to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.

TECHNICAL REQUIREMENTS:
Possess analytical ability
Computer literate with strong spreadsheet analysis skills.

SUPERVISORY RESPONSIBILITIES:
Directly supervises the Purchase and Procurement function. Carries out responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include training employees; planning, assigning and directing work; mentoring employees; appraising performance; rewarding and disciplining employees and maintaining harmony among employees and resolving grievances. Prepares necessary reports to analyze and track performance. Maintains good housekeeping of area and ensures safe work environment for all employees.

LANGUAGE SKILLS:
English is required. Ability to read, analyses, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, members of the business community, employees or managers. Ability to write complex and confidential correspondence. Ability to effectively present information to clients, public groups, boards of directors, employees, management.

MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to correctly add, subtract, multiply, and divide in all units of measure.

REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to apply common sense understanding to carry out instructions either furnished or created in written/oral form. Ability to deal with problems involving several concrete variables in high stress situations. Detail oriented with multi-tasking abilities.

CERTIFICATES, LICENSES, REGISTRATIONS or EDUCATION / EXPERIENCE:

  • Bachelor's Degree
  • 7 to 10 years of progressive purchasing/materials management/sourcing experience; Minimum of 3 years in a managerial role
  • Experience in a continuous improvement environment
  • Demonstrated ability to implement supplier material pull systems and Kanban processes is a plus
  • Experience with lean manufacturing methods and thinking processes is a plus
  • Experience working with transportation carriers
  • Experience with ISO 9000 standards and requirements as it relates to purchasing is a plus
  • Experience developing standard operating procedures for a purchasing organization
  • Demonstrated ability to lead and develop people
