SUMMARY:

Thispositionisresponsibleforplanning,coordinatingandsupervisingtheprocurement,servicesfortheCity. TheincumbentworksunderthegeneraldirectionoftheFinanceDirectorandinteractswithuserdepartments,vendors,suppliersandvendors.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

?SupervisesdailyoperationsofallPurchasingfunctions;assigns,directsandsupervises theworkofsubordinatestaff.

?Overseesandcoordinatesprocurement,biddingandcontractactivities.

?Monitorsworktoensurecompliancewithapplicablelaws,policies,andpractices.?Managestheinternaladministrativeactivitiesofthedivision.

?Developsandresearchesspecifications,reviewsspecificationsforclarity,accuracyand necessaryrelatedinformation.

?Developsandprocessesbids,requestforproposals,requestsforqualifications,quotationsandcompliancechecklists.

?Developsdraftcontracts,inconjunctionwiththelegaldepartment,fortheacquisitionofgoodsandservicesandconstructionprojects.

?Conductsofficialbidopeningsandbiddingconferences, overseesthetabulationandanalysisofbids,coordinatesthebidawardandnotificationprocessinaccordancewiththeSunshinelaw.

?AssistDepartmentsincontractnegotiations.

?Meetsandconferswithdepartmentrepresentativesregardingthepreparationforbidpackages,bidanalysis,evaluation,andaward.

?Assurescompliancewithlocal,stateandfederalprocurementpolicies,proceduresand regulationsgoverningpublicprocurementandcompetitivebidding.

?Monitorsandupdatesstatusofcontractcompliance.

?Developsandimplementspurchasingpoliciesandprocedures,interpretsandexplainspoliciesandprocedurestoCitystaff,vendors,contractors,andtothegeneralpublic.

SUPERVISORYRESPONSIBILITIES:Supervises,directs,andevaluatesassignedstaff,addressesemployee concernsandproblems,directswork,counselsandmanagesemployee performanceCOMPETENCIES:?Considerableknowledgeofgovernmentalprocurementprinciples,methodsandprocedures,includingthelawsandstatutoryrequirementsgoverningcompetitivebiddingprocessesforpurchases.?Considerableknowledgeoftheformalandinformalbidprocess.?Generalunderstandingofgovernmentalaccountingstandardsandpractices.?Abilitytoanalyzebids,managethecompetitivebidprocess,andtheCity'scompliance withregulatorystandardsgoverningthework.?AbilitytosuccessfullyrepresenttheCityandestablishandmaintaineffectiveworkingrelationshipswithdepartmentheads,employees,vendors,salerepresentatives,contractorsandthegeneralpublic.?Abilitytocommunicateclearly,bothverballyandinwriting.?Abilitytoresearch,planandsuccessfullyimplementtechnologicalandcostreductionchanges.?Abilitytohandlemultipletasksandprioritizeworkload.?Abilitytoorganize,superviseandevaluatetheworkofstafftoaccomplishthegoalsand objectivesofthedivision.?ThoroughknowledgeandabilitytouseMicrosoftWord,Excel& Outlookandabilitytolearnandeffectivelyutilizeotherfinancialsoftwareapplications.QUALIFICATIONS:Bachelor'sdegreeinbusinessadministration,publicadministration,finance,business managementorcloselyrelatedfield.Five(5)yearsofprogressivelyresponsibleexperienceingovernmentpurchasing.Two(2)yearsofexperienceinasupervisory
