Compensation: $61,838.40 to $99,500.00/Annual ($29.73 to $47.83/Hr.)* * Salary can vary depending upon education, experience, or qualifications. Though this position is unclassified, pay is equivalent to classified Pay Grade 33.

Position Summary & Responsibilities Position Summary: - The incumbent is responsible for leading efforts of the KDOC in research, data literacy, behavior analytics and augmented intelligence; all with the goal of the department being data driven and able to make policy, procedure, and resource decisions through reporting, analysis, monitoring, forecasting, predictive, and prescriptive analytical capacities, with effective performance measures and tracking of outcomes.
Job Responsibilities may include but are not limited to the following: - The incumbent is responsible for leading efforts of the KDOC in research, data literacy, behavior analytics and augmented intelligence; all with the goal of the department being data driven and able to make policy, procedure, and resource decisions through reporting, analysis, monitoring, forecasting, predictive, and prescriptive analytical capacities, with effective performance measures and tracking of outcomes.
- Reviews all current data collection/analysis processes, with the team, to identify ways to automate and make those processes more efficient. Makes decisions on tasks assignments to team members as part of this process, and establishes long range goals and outcomes for each position. Ensures adequate data collection and tracking is in place as needed.
- Identifies data literacy needs and strategies for the department, mapping out methods for achieving data literacy; giving input on what data to track in what form and how; and identifying strategies to collect and have available in adequate form all data necessary to meet the data literacy goals of the agency.
- Identifies performance measures in key operational areas with managers of those operational areas; identifies methods for tracking and analyzing data, including predictively, to track those measures; tests models for analytics and establishes through that testing process analytics to predict outcomes and guide work/resources.
- Identifies and helps build and resource augmented intelligence strategies to support the work of the department, adult and juvenile, containment and reduction.
- Guides the KDOC in building data literacy, quality data bases, data management, data reporting, analytics and augmented intelligence strategies. Assists in efforts by the management team to access data from any resource necessary for data literacy and analysis towards outcome measures. Supports research efforts of the department through setting performance measures and identifying, gathering, analyzing and reporting data regarding outcomes.
- Supervises team members as assigned, ensuring guidance, coaching, training, skills building and overall administration of personnel matters as needed for supervision.
- Other duties as assigned.
Qualifications Minimum Qualifications: - Two years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency
Preferred Qualifications: - Knowledge of social science research methods including: data collection, data interpretation, and evaluation of evidence.
- Ability to utilize critical thinking skills, collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
- Ability to establish and maintain effective working relationships with representatives of other agencies and departments.
- Experience evaluating programs, preferably those serving juvenile offenders, for purposes of determining effectiveness and improving outcomes
- Experience in the analysis of program and financial data.
- Ability to form policy and practice recommendations and effectively convey them in written and verbal forms to elected and appointed executive officials for policy decisions, and then to practitioners who are responsible for implementation.
- Advanced knowledge of juvenile justice process and Kansas organizational structure.
