The purpose of this position is to provide a center of excellence for proposal development and production with a focus of supporting the businesses in the winning of work by providing coordination, editing, writing, formatting, graphics, desktop publishing, presentations, production, and systems to support the Business Lines’ sales and marketing, functional, and corporate requirements. This role typically has Marketing Services lead management and coordination responsibilities and direct and indirect reporting relationships with Marketing Services Specialists, Marketing Technicians and/or Web Designers/Artists.

Lead the development and production of the entire qualification and proposal delivery process with a focus of supporting the winning of work across all business lines, both regionally and globally.
Apply relevant experience to facilitate, coordinate, and manage all phases of pursuits. The position will support the proposal delivery strategy and develop proposal compliance matrices, write outlines and/or sections, and storyboards.
Establish proposal schedules and develop resource plans to ensure a timely response.
Lead development of internal and external marketing collateral to support functional groups (e.g., Corporate Communications, Human Resources).
Support the development of win strategy, themes, and discriminators.
Work directly with the proposal manager and/or business line sales team to produce proposals that fully reflect the client requirements and needs.
Participate in or lead the proposal kickoff meeting, reviews, and planning meetings.
During proposal development, organize the process for collecting author input and ensure that all standards are met, including format consistency within the proposal collateral.
Perform final compliance check, manage proposal production and assembly, and confirm delivery of final product to the client.
Maintain pursuit status and documentation in the company’s information systems.
Coordinate, provide input to, and control the development process of presentations, publications, and multimedia marketing collateral designed to attain specific marketing objectives.
Collaborate with in-house graphic designers and multimedia specialists to develop graphics and visuals.
Support the regional and global sales and marketing organization with other requests/requirements to best serve our clients (e.g., tradeshows, marketing collateral).
Provide editorial, coordination, and management services, as required, to produce responsive, clear, consistent, and readable qualifications documents, proposals, presentations, and reports.
Coordinate marketing activities among corporate headquarters, business lines, Marketing Services offices, and other functional groups
Advise management of significant activities with regard to ongoing projects
Provide guidance and direction to lower-level Marketing Services personnel and handle the most complex projects requiring an in-depth knowledge of the company, as well as the client’s operating procedures and philosophy
Provide current marketing information for use by management and line sales
Manage work resources
Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines.
Ensure compliance with company policies and procedures.
Plan and organize own work assignments, as well as carry out tasks from management.
Maintain compliance with all applicable policies, procedures, and global standards.
Adhere to and support Fluor's Health, Safety & Environmental and sustainability policies.
Other duties as assigned.

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal twelve (12) years if non-degreed.
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
Job related technical knowledge necessary to complete the job.
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
Ability to attend to detail and work in a time-conscious and time-effective manner against strict deadlines.
Position will also require some weekends and late nights.
Accredited four (4) year degree or global equivalent or work experience in English, marketing, communications, design, or business preferred.
Strong organizational skills, strong interpersonal skills, and ability to lead are a must
