Additional Information: This position is posted with the full salary range indicating future potential earnings; however, the actual hiring salary for this position is dependent upon relevant experience and qualifications above minimum requirements and position funding. Therefore, all starting salaries above the midpoint require further review and additional approval.

Administrative Duties

Actively supports and upholds the City's stated mission and values. Duties range from routine to the most complex of project management responsibilities requiring incumbents to take initiative, make judgment calls, and make decisions for the projects/processes for which they are assigned.

Employees of this class are expected to exercise skills and knowledge in the technical support associated with the management of projects, contracts, teams and services for city funded public improvements. In addition, employees are expected to exercise independent judgment, initiative, and professional skills in project administration, knowledge of resource management, and coordination of projects and program delivery.

This position is supervised by the Capital Improvements Engineer and is a key position in the Capital Improvements Section of the Engineering Division.

ADMINISTRATIVE DUTIES
  • Supervisory: This job has Project Management responsibilities, including coordinating and monitoring in addition to assisting and training other Project Managers, the work of others, but does not supervise.
  • Budgetary: This job does not have budgetary responsibilities but carries out day-to-day activities within the approved budget.
  • Strategic Planning: This job does not have strategic planning responsibilities but carries out day-to-day activities to reach the stated goals and objectives.
  • Policies/Procedures: This job carries out day-to-day activities in accordance with established policies and procedures but may provide recommendations for policies and procedures to the Capital Improvements Engineer, as appropriate.
  • Compliance: This job has partial responsibility for compliance at the section level, including following, assisting in ensuring compliance with, and may enforce Federal, State, and Local laws, rules, and regulations, as well as City policies and procedures.
  • Council Communications: This job carries out day-to-day activities in accordance with Council's adopted priorities and direction and may attend and/or present at council meetings, as required.
  • Reporting: This job has partial responsibility for reporting to Federal/State/Local agencies at the section level. The employee gathers information, completes reports, and assists in addressing discrepancies in reporting for the following reports/agencies: AZ Dept. of Transportation, Arizona Dept. of Environmental Quality, Arizona Corporation Commission, Burlington Northern and Santa Fe Railway (BNSF) and/or the Federal Highway Administration (FHWA).

Examples of the Work Performed

  • Provides excellent customer service to both internal and external customers.
  • Communicate and presents to the City Council and various City Commissions, Committees and Boards, and neighborhood groups/HOAs.
  • Assists in developing and implementing new policies, guidelines and procedures for the Capital Improvements Section and Engineering Division.
  • Develops infrastructure design scopes of work that consider numerous perspectives and will compliment input from a variety of stakeholders.
  • Conducts detailed plan review to assure compliance with original project scope, regulatory requirements, and sound engineering practice.
  • Solicits citizen input and assists community groups on infrastructure issues, performs analyses, and works toward mutual resolution, on a proactive basis, and attends public meetings as required.
  • Assists the general public and other City staff that have public infrastructure and engineering related problems or concerns that require technical advice, response, research, and/or recommendations.
  • Develops and presents technical data and recommendations to both technical and non-technical staff.
  • Performs a wide variety of special assignments to help with specific Division/Section-wide initiatives.
  • Performs field review and assessments.
  • Assists with field sampling and field inspection duties.
  • May assist other staff and programs/sections as directed.
  • Performs a wide variety of special assignments to help with specific Division/Section/Program initiatives.
  • Leads and trains other staff within the section on these responsibilities.
  • Develops and presents technical data and recommendations to both technical and non-technical staff.
  • Assists the public and other City staff with problems or concerns that require technical advice, response, research, and/or recommendations.

Qualifications

MINIMUM REQUIREMENTS
  • Bachelor's Degree in Civil Engineering or related complimentary field, or registration as an Engineer-in-Training (EIT), Construction Management and/or engineering experience or specialized training to satisfactorily execute the tasks assigned to this position.
  • Six years of professional experience as a Project Manager.
  • Experience with applicable computer systems and software, such as: Word, Excel, Access, PowerPoint, BlueBeam, AutoCAD, ArcGIS.
  • Certified Public Manager (CPM) certificate or Arizona Professional Engineer (PE) registration.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.


DESIRED EXPERIENCE AND TRAINING
  • Master's degree in Civil Engineering or a related field that would advance the skillset of our academically diverse team.
  • Professional training specializing in Project Management.
  • Experience in public infrastructure related operations and maintenance.


OTHER REQUIREMENTS
  • Must possess, or obtain upon employment, a valid Arizona driver's license.
  • Regular attendance is an essential function of this job to ensure continuity.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)
  • Working knowledge of modern principles and practices, and current literature and research in the field of civil engineering.
  • Working knowledge of modern methods and techniques as applied to the design, engineering, construction, and maintenance of public works facilities such as streets, curb and gutter, drainage, and utilities.
  • Ability to creatively solve problems of a complex nature.
  • Ability to provide excellent customer service by being attentive, respectful and timely in working with a wide variety of clients.
  • Skills and abilities in making engineering computations and estimates in reviewing plans and engineering design reports, conducting engineering field inspections, and performing public infrastructure project management.
  • Skills and abilities in conducting civil engineering research work and in writing technical reports.
  • Ability to evaluate technical engineering information and statistics and to arrive at valid decisions based on such data.
  • Ability to present and defend engineering concerns at public citizen meetings, to citizens, contractors, consultants, and designers, occasionally under resistance situations.
  • Ability to communicate and coordinate engineering matters with other divisions, sections, and individuals involved in the review and project management process.
  • Ability to establish and maintain effective working relationships with other employees, other agencies, developers, consultants, contractors, and the general public.
  • Ability to manage effectively, the resources available for successful completion of projects including the ability to prepare and monitor project budgets and schedules.
  • Ability to coordinate, monitor, and review professional and technical staff services and establish and maintain effective, productive relationships in a team environment.
  • Working knowledge of commonly accepted reference documents and methodologies.
  • Ability to attend evening sessions for City Council, Neighborhood Meetings, Commission Meetings and other Public Meetings as assigned.
  • Ability to adhere to strict procedures and COF deadlines to meet essential project functions.
  • Ability to adapt to a team-based environment requiring problem solving skills to resolve project barriers while providing good customer service.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT
  • While performing the duties of this job, the employee is frequently required to sit, use hands to finger/handle/feel, talk or hear. The employee is regularly required to walk, reach with hands and arms, and is occasionally required to stand, climb or balance, stoop, kneel, crouch, or crawl.
  • The employee must occasionally lift and/or move up to 25 pounds.
  • Vision requirements for this position include close vision, distance vision, depth perception, and ability to adjust focus.
  • Working conditions include occasional exposure to wet or humid conditions; working near moving mechanical parts; working in high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outdoor weather conditions; and extreme cold or heat.
