Job Summary The Project Manager is a project management professional who brings project management expertise to help plan and execute complex science and/or engineering projects that require high-rigor management, and/or serve as the primary project manager for smaller scope technical projects. The Project Manager: Exercises authority and accountability for the full range of project management responsibilities; Leads cross functional teams of business professionals, project management professionals, and business staff in a matrix-type organization. Responsible for bringing project management expertise to technical and programmatic decision makers regarding the direction of a project and the programmatic results of those decisions; May serve as an interface to customers and sponsors, especially for project status reporting purposes; Works with project personnel and partners with the extended project team, including customers, sponsors, and suppliers, to ensure that the project is fully and properly integrated; Develops, defines, and executes project plans, schedules, budgets, and deliverables. Produces project cost estimates and identifies other project resource needs; Utilizes risk, requirements, configuration management information to perform project management; Recommends changes to improve engineering and project management processes as well as leads the implementation of those processes.
Primary Job Duties
Integration Management:- May serve as a project interface with internal Sandia organizations, as well as external customers and suppliers. Depending upon size and complexity of project(s), may oversee work of project controls, general business, and other team members.- Works with the project technical leads to execute project management activities including project plan development, project monitoring and control, and integrated change control.- May work with technical leads and/or on their own to accept variance reporting and make decisions to take corrective actions. Requirements and Scope Management: - Utilizes existing requirements analysis to ensure that all required work is identified and appropriately managed. - Develops project plans, WBS, schedules, and milestones appropriate to the scale of the project. Schedule Management:
-Works with technical leads to determine task definition and sequencing, duration estimation, and schedule development and control to ensure that the project is completed on schedule. -Understands the technical tasks sufficiently to identify time requirements and task dependencies. Cost Management: - Manages processes for ensuring that the project is completed within budget constraints using cost estimation, budget determination, and cost control and effectively addresses budget concerns with the appropriate program offices. Quality Management: - Works with Sandia quality control organizations to ensure quality tasks are properly planned and executed. Human Resource Management: - Works with technical leads to execute the project controls plan including organization planning, staff acquisition, and team development to ensure effective use of project controls and other non-technical disciplines. Communication Management: - Utilizes processes to ensure timely generation, collection, dissemination, storage, and disposition of project information. - Prepares timely and accurate reports which highlight key technical and programmatic issues and summarize information at a manageable level. Risk and Opportunity Management: - Understands the risks and opportunities to ensure that they are integrated with schedule and budget. Procurement Management: -Works with Sandia procurement and suppliers to ensure that goods and services of the proper quality are obtained when needed by the project, according to the project schedule.
Job Specifications The Project Manager will serve as the lead for project controllers, business management professionals and financial support. The Project Manager will partner with the Business Manager to manage the team and ensure that all business and project management requirements are being met.

Knowledge, Skills, Ability
Technical or Business degree.
Knowledge of management practices, assurance processes, business operations, fiscal and scheduling systems, and acquisition standards.
Knowledge of the relevant product domain including nuclear weapon systems, satellite systems or physical security systems, sufficient to guide the project through all phases.
Ability to make technical decisions across more than one discipline.
Ability to achieve PMP or equivalent certification within two years of hire.
Knowledge of technical acumen.
Demonstrated experience in making decisions across project controls and business disciplines.
Experience in managing successful projects throughout all phases.
Demonstrated leadership skills, including the ability to develop and articulate a strategic plan and successfully implement it to deliver desired results.

Knowledge of and experience with standard project management practices including project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, project staffing, communications planning and management, risk and opportunity management, and procurement management.
Proficiency in tools and applications commonly employed in project management activities.
Demonstrated teaming skills, including the ability to work effectively with other organizations, functions, project sponsors and customers, and suppliers.
Demonstrated organizational skills, including the ability to effectively prioritize and execute tasks in a high-pressure environment
Minimum Qualifications (Required)
• Requires Bachelor's degree in relevant discipline and 5 years of demonstrated experience in Project Management; or Master's degree in relevant discipline and 2 or more years of demonstrated experience in Project Management
• Experience with Earned Value Management principles and methodology
• Experiencescheduling concepts and methodology
• Experience with schedule and cost reporting tools and techniques
• Excellent verbal and written communication skills
• Demonstrated ability to manage competing tasks

• Ability to maintain, U.S. DOE Q security clearance is required
