The Project Manager will perform as a member of the Project Management Office for the development of a strategy and execution of the roadmap for the Design Development and Implementation of multiple MMIS modules within the Medicaid Enterprise. Includes development of the strategy aligned to client business drivers as well as a roadmap to execute the strategy. The Project Manager will be responsible for managing the activities within the EPMO, including support for establishing the EPMO governance structure and program and project management processes. He/she will actively participate in the solicitation and evaluation of multiple external vendors to implement specific MMIS modules, followed by vendor management to ensure all participants within the portfolio are following established EPMO standards and guidelines to achieve project objectives and business value for the client.

Additional duties include:

  • Oversee daily activities of the PMO team including making assignments and maintaining control over the assignments, schedule, and performance of the project team members
  • Facilitate sessions to define work breakdown structure and develop a project master schedule
  • Maintain a project schedule and monitor key milestones and deliverables
  • Manage and report on project issues, including maintaining the issues log
  • Perform review / assessment of project deliverables, project work products, and other activities necessary of an effective PMO team
  • Assess project risk and evaluate the effectiveness of mitigation strategies applied
  • Prepare and present project summary and status reports at steering committee and other meetings on a regular basis
  • Support corporate Project Management methodology, process and implementation guidance
  • Assist with the development, maintenance, and execution of the Program Management Plan and Integrated Project Plans
  • Monitor progress and quality against the established Project Management Plan
  • Evaluate whether the Contractor work plans, including tools and resource allocations, are appropriate and reasonable in meeting project timeframes
  • Monitor Contractor compliance with project tasks and deliverables, or approved modifications
  • Maintain oversight of the overall project resources, schedule, key milestones, deliverables and status of each project phase
  • Participate in project activities and review and comment on essential project documents to ensure an effective project management process (including, but not limited to: risk management, schedule and cost management, change management and issue resolution) is consistent with approved project plans
  • Monitor outcomes of project controlling activities such as risk identification and mitigation, issue resolution, budget status, change requests affecting scope, etc. to ensure processes are being utilized, are effective, and updated as needed
  • Communicate project status, risks and issues to the client
  • Prepare or contribute to status reports and agendas for weekly, bi-weekly, and monthly meetings
  • Conduct and manage high-level project status communication, including issue resolution, change control, etc., to Project Sponsor(s) and executive stakeholders
  • Participate in and communicate organizational project strategy decisions

Employee is expected to undertake any additional duties as they are assigned by their Manager.

Required Qualifications

  • Bachelor's degree or equivalent professional work experience
  • Minimum 5 years' experience performing project management functions on a large scale IT project
  • Experience directly related to the Medicaid Enterprise (ie MMIS, Eligibility systems, etc) involving Federal and State requirements and certification
  • Exposure to health care or human services industry domain
  • Strong analytical and critical thinking skills
  • Excellent written and verbal communication, problem-solving and customer service skills

Preferred Qualifications

  • PMP certification
  • Experience with state IT system procurement process
  • Experience with MMIS Certification requirements and lifecycle
  • Experience with communications and presentations to executive management
  • Experience with contract administration and vendor management
  • Must be a team player and a consistent, dependable performer with an excellent work ethic, flexible "can-do" attitude, and a results-driven commitment to success
