Responsibilities

Noblis ESI is hiring a Project Engineer with a Top Secret SCI clearance to work in Chantilly, VA.

Project Engineer

Serve as Technical Lead to the PM/COTR with responsibility for technical knowledge of the assigned groups (e.g. Group Level) and programs/projects. Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, and PMRs to ensure development contractors are meeting program requirements. Coordinate, generate and review SOWs and Product Change Requests for new requirements and assist the PM/COTR in the evaluation of development contractor proposals. Serve as technical experts in their assigned area. The SETA will support the program manager in multiple areas which include Program Management, acquisition support, analytic support, technical analysis, user requirement management/development and customer outreach and support. The SETA must possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously. The SETA will assist in requirements management by translating operations and mission tasks into technical features by working directly with the vendor development team and delivered onto an operational baseline for use by analysts worldwide. Other responsibilities include administrative and technical support to the Government leadership team, internal cross tower coordination, external mission partners and other DoD/IC customers.

Qualifications

  • Bachelor's degree in a BSTEM Field
  • Project and Acquistion Management, with emphasis on Government acquistions (10 years)
  • Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph
  • Minimum 10 years’ experienceworking with the DoD and the IC
  • Experience with systems engineering techniques and documentation. Fundamental understanding of DoD and IC tactics, techniques, and procedures including CONOPS, architectures and cloud-based environments
  • Well-versed in engineering principles and their application to relvant intelligence and collection technologies. Experience with digital signals processiing is highly desired, as well as software design and coding (particularly in XMidas, Python and C++.)
  • Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents
  • Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers
  • Familiarity with program management, contractual scheduling, requirements management, testing procedures and general program management activities
  • Ability to build and present technical briefings and reports with specific knowledge of SIGINT, FISINT Multi-INT and OPIR
  • Ability to work independently with minimal supervision and perform other duties as assigned
