Essential Duties & Job Functions:

  • Provides technical oversight of an assigned portfolio of improvement construction projects
  • Provides technical oversight of assigned construction projects from conception to completion
  • Follows the Front End Loading process with includes; Appraise, Develop, and Define and sees the project through the Execution and Close-out stages
  • Responsible for sponsor interface, work scope definition, design engineering, material procurement support, field implementation support, project change requests, inspection requirements, survey coordination, and close out documentation
  • Approves/denies technical issues that arise throughout the project
  • Manages the contract design engineering firm regarding scope, cost, schedule, and change control
  • Manages the technical aspects such as APSC design basis, technical specifications, industry codes and standards, and government regulations
  • Coordinates with other departments and stakeholders such as; operations, maintenance, risk and integrity management, subject matter experts, safety, environment, quality, inspections, project controls, all implementation contractors and technical standards
  • Lead role in setting up and participating PHA/HAZOP, decision and Risk Analysis, and Level of Protection Analysis
  • Provides technical reviews of temporary operating procedures and safe project procedures as required
  • Assists the Project Manager and Construction Manager in the development of project execution plans, constructability reviews and risk assessments

Other Job Responsibilities:

  • Travel to the field as needed
  • Other duties as assigned

Minimum Requirements (Education, Experience, Training & Professional Certificates/Associations):


  • Ten years of engineering experience managing industrialconstruction projects
  • Five years’ experience on brown field capital and maintenance type projects
  • Ability to multi-task and work on several projects at a time
  • Attends training sessions, seminars and appropriate educational classes required by department
  • Computer skills commensurate with program and job applications


  • Five years’ experience in the petrochemical/oil/gas industry
  • Previous experience on the Trans Alaska Pipeline System
  • Professional Engineer (PE) license
  • Project Management Professional (PMP) Certification

Required Knowledge/Skills/Abilities:

  • List all necessary Knowledge/Skills/Abilities and Experience needed to do the Essential Functions listed above.
  • Knowledge of Front End Loading Process
  • Knowledge of industry codes and standards and government regulations
  • Excellent verbal and written communication skills
  • Ability to multi-task
  • Ability to work multiple projects concurrently

The noise level in the work environment is usually quiet to moderate but may be loud on occasion. Work is usually performed in an office setting and sometimes at a client facility or job site. Work may require occasional weekend and/or evening work. The incumbent is occasionally exposed to moving mechanical parts, vehicles, and equipment.

The incumbent must be able to physically travel by air within the State of Alaska.
