Job Description

The Psychological Health Center of Excellence (PHCoE) is the leading psychological health component of the Defense Health Agency (DHA), providing psychological health care support to the nation's Service members, veterans, and families. The Performance & Analytics Branch requires a mid- to senior-level project manager who can provide project management support and consultative services across the organization. The candidate must be able to apply industry-recognized project management practices across various projects. This role requires independent staff engagement, decision making and the ability to provide enduring support to multiple projects.

Duties and Responsibilities:

  • Identify and seize opportunities across PHCoE – within existing or emerging projects – to increase staff awareness of the benefits of project management support
  • Examine current business processes and procedures in order to design and recommend actionable process improvements
  • Assist with the development and refinement of standard operating procedures and project management templates (e.g., project charter, project management plan, etc.)
  • Revise and implement organizational project and portfolio management practices, leveraging standardized processes and capabilities
  • Execute industry-recognized (e.g., Project Management Institute PMBOK) best practices, including spearheading the development of project management documentation throughout the project lifecycle
  • Provide project management support and consultation for multiple projects and branches
  • Support various data entry requirements, handle meeting scheduling, take and disseminate meeting minutes, maintain staff training files, proofread documents, develop response packages and other documents as needed
  • Manage project objectives, metrics, risks, and project constraints (scope, schedule, cost, and quality)
  • Collaborate with internal and external stakeholders to ensure projects are delivered on schedule with the desired level of quality
  • Provide support with monitoring and evaluating compliance with project management standards, policies, procedures, and templates through project audits

Required Qualifications

  • Bachelor's with 5-8 years' experience
  • Fluency with Microsoft Office to include the use of Microsoft Project, Microsoft Word, Microsoft PowerPoint, Microsoft Excel, Microsoft Outlook, and Microsoft Windows
  • Strong presentation skills
  • Strong written and oral communication skills
  • Proven ability to collaborate with staff from various echelons (field staff to Congressional representatives)
  • Proven track record of managing multiple projects while leveraging industry best practices and interpersonal skills
  • Ability to work in a fast-paced environment

Desired Qualifications

  • PMP certification
  • Experience with the Department of Defense (DoD) or other government agencies
  • Experience within a healthcare environment
