Job Description:

What’s the role?

The Shell Canada Project Services team is seeking a Project Controls Specialist also known as Project Services Specialist to deliver robust cost management, forecasting, and performance insight, supported by integrated planning and schedule controls. This role has a strong emphasis on cost control, forecasting accuracy, and trend analysis, while maintaining sufficient depth in planning and schedule integration to support informed, timely decision‑making. The successful candidate will play a key role in ensuring alignment between cost, schedule, and project objectives across portfolio of projects of varying complexity.

Working closely with Project Managers, Engineers, Finance, Procurement, and contractors, this position translates cost and schedule data into clear, decision‑quality insights, aligned with Shell governance, assurance, and reporting standards. The role requires a highly analytical and collaborative professional who thrives in a dynamic environment and drives continuous improvement with a value‑focused mindset.

What you’ll be doing

  • Support the delivery and maintenance of consistent, realistic plans and cost control that is aligned with project objectives and approved baselines for the Shales projects portfolio
  • Implement and maintain Cost Breakdown Structures (CBS) in accordance with Shell’s Cost Management Framework, including budget population from estimates, cost tracking, Incurred/ Value of the Work Done reporting, and change control systems
  • Prepare and report cost forecasts, commitments, and accruals in alignment with Shell’s financial cycles and monthly reporting cadences. Monitor cost trends and variances against approved budgets and recommend corrective actions to maintain financial alignment
  • Develop project schedules, and monitor schedule trends and variances against approved baseline and ensure alignment with the integrated master schedule
  • Collaborate with project managers, finance, and procurement teams to ensure integrated cost management, and facilitate transparent communication and reporting to stakeholders
  • Understand key contract terms, milestones, and Shell plan dates with service providers and ensure compliance with Shell Project Controls Plans, governance, and assurance expectations
  • Review and verify contractors’ baseline documents, progress reports, forecasts, and change submissions. Support and administer management of change processes, ensuring scope, cost, and schedule impacts are properly assessed and controlled
  • Support the project team during the tendering process by providing project services requirements for RFP documents, reviewing bidders’ proposals, and assessing and ranking bids to support selection
  • Assist with the preparation and consolidation of data for project estimates and provide input data for benchmarking activities
  • Support the rollout of company-standard tools, digitalization initiatives, and processes, and apply them across projects

What you bring

  • Must have legal authorization to work in Canada on a full‑time basis
  • Bachelor’s degree in Engineering, Business, Finance, or a related discipline preferred
  • Minimum 10 years industry experience in Project Controls/ Project Management required
  • Solid background in project cost control, planning, earned value, contract management, management of change, and risk management required
  • PMP or equivalent professional certification preferred
  • Experience supporting Shales & Carbon Capture and Storage (CCS) projects preferred
  • Proficiency with project controls and reporting systems such as EcoSys, SAP 4HANA, Primavera, Primavera Risk Analysis, Pro Risk, Pro‑Act, Power BI, SharePoint, and advanced Excel
  • Highly analytical, influential, and articulate professional who translates complex data into decision‑quality insights, builds strong cross‑functional relationships, and drives continuous improvement with a value‑focused mindset
