JOB SUMMARY: Under general directionresponsible for procurement, execution, and management of architectural and engineering services and constructioncontracts for sanitation facilities, health facilities, emergency response, and energy projects.
Executes and manages architectural and engineering services and/or constructioncontracts in accordance with company standards in order to develop and deliver sanitation facilities, health facilities, emergency response, and/or energy efficiency/sustainable energy projects throughout rural Alaskan communities. Acts as the senior Contracting Officer’s Representative (COR) for contracted architectural and engineering services and/or construction projects.
Develops strong relationships with project managers and internal business partners leading to the achievement of community (customer) satisfaction, project cost targets, sanitation and health facilities program growth, quality goals and efficiency targets.
Fundamental components of this position:
Leadership of Contract Delivery Team to provide development, execution, and delivery of architectural and engineering services and/or constructioncontracts for sanitation facilities, health facilities, emergency response, and/or energy projects.
Development of procedures and strategies to efficiently provide contracted project delivery through all project phases.
Development of strategies and procedures to ensure contracted projects are delivered with the appropriate scope, cost, and schedule control tools to ensure successful delivery within project boundaries.
Development of strategies, contracts, and rate methodologies to decrease overall project costs.
Development of strategies and procedures to ensure project quality goals are met through all contracted projects.
Development of contracted project performance metrics and reports to be provided to Project Managers, internal and external project stakeholders on a regular basis.
Management, coordination and reporting of contract delivered architectural and engineering services and construction project portfolio.
Tracks historical contracted project costs and maintains a reference database to drive estimating and contract negotiations.
Performs other duties as assigned.
KNOWLEDGE and SKILLS
Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics.
Knowledge of the sanitation facilities, health facilities, emergency response, and/or sustainable energy industry.
Knowledge and application of various contract types to achieve specific project goals.
Knowledge of Earned Value Management principles and skill in applying those principles during the controlling phase of DEHE projects.
Skill in developing detailed scopes of work and bid schedules for complex architectural/engineering and construction contracts.
Skill in effectively managing priorities and multi-tasking in a fast-paced work environment.

MINIMUM EDUCATION QUALIFICATION
A Bachelor’s Degree in engineering, construction management, project management, or related discipline applicable to the position is required.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory - Ten (10) years professional work experience in the engineering and/or construction industry as a project manager, construction manager, engineer, or contract manager.
Supervisory – Four (4) years’ experience in a supervisory position.
MINIMUM CERTIFICATION QUALIFICATION
A Professional Engineering License or Project Management Professional Certification is required for this position.
PREFERRED EDUCATION QUALIFICATION
A Master’s Degree in Business Administration or Engineering preferred.
PREFERRED EXPERIENCE QUALIFICATION
Experience with rural Alaska construction.
Experience with emergency response/disaster recovery projects and programs (State of Alaska Department of Homeland Security and Emergency Management and/or Federal Emergency Management Agency).
Engineering and constructioncontract negotiation experience highly preferred.
PREFERRED CERTIFICATION QUALIFICATION
Federal Contracting Officer’s Representative Certification
An Alaska driver’s license with a clean driving record is required.

Must be able to lift approximately 20 pounds.
Travel by small aircraft to remote communities is expected in the performance of this position.
Travel requirements are expected to be 25% or less of this position.
