The CLIENT Administrative Applications SharePoint team is currently comprised of four individuals, the Administrative Applications SharePoint administrators (3) and the Administrative Applications SharePoint Architect team lead. The team provides system-wide support across all of the CLIENT system, including site creation and development, workflow development, form development, end user support and training, and other daily application operational needs for both SharePoint On-Premise and SharePoint Online environments. The team works together to ensure all support needs are met, but due to the exponential growth of SharePoint sites across the CLIENT system, coupled with ongoing production support needs and transformation change needs, supplemental development and design services are necessary to accomplish this particular request in a timely manner.

This Statement of Work is for the request of a SharePointDeveloper who will provide development and redesign of a new Master Page or Home.aspx page to be used as a replacement for the current parent landing sites for CLIENT divisions that want this design. The primary and initial candidates for receiving the new design will be the CLIENT IT division and the CLIENT Regulatory division.

The Vendor must provide a trained and qualified SharePointdeveloper to deliver on the Statement of Work in support of the CLIENT SharePoint Online environment, not to exceed 2000 hours, which will be allocated over the length of a contract period, not to exceed twelve months. The CLIENT Administrative Applications SharePoint Architect team lead will define the Vendor personnel''s roles, responsibilities, and work assignments.

The Vendor must provide one staff member with the requisite skills to perform the following services:

Using supported, best-practice tools and skillsets, Vendor resource will:

? Design a new Master Page or Home.aspx page that can be used as the CLIENT IT division landing site and a new Master Page or Home.aspx page that can be used as the CLIENT Regulatory division landing site in SharePoint Online.

The design will:

? Include new custom navigation linking to department and business unit subsites, an about the division page (to be developed), our customers (program area site collections), an Accessing IT Support page (to be developed), and a Resources page (to be developed).

? Use Quick Links web part at the top of the page, populated with certain important links to other resources.

? Include building and linking to a Deputy Executive Commissioner/CIO Blog, Announcements, division Alerts, Important Documents, and other Key Performance Indicators.

? Include use of a new custom footer that will include important links to other sites.

? Involve using custom shading on displayed web parts.

? The product of this design must be re-usable and adaptable to other areas of CLIENT SharePoint Online and On-Premises.

? The product of this design will be implemented prior to the completion of the designated contract period.


? Strong written, verbal, and interpersonal communication skills.

? Must possess problem-solving skills and ability to multi-task.

? Must possess knowledge of SharePoint design, creation, and implementation of custom web parts, .NET user controls, custom master pages, custom layouts, custom eventhandlers, features, solutions, and templates to be used in the SharePoint Online environment.

? Must possess knowledge of integrating non-SharePoint related services into SharePoint applications, as needed.

? Must have a strong understanding of client-side development.

? Must be proficient in CSOM, XML, CAML, XSLT, HTML, DHTML, ASP.NET, C#, ASP, JavaScript, style sheet/CSS.

? Should be proficient in Microsoft Visual Studio.

? Must have a strong understanding of the Software Development Lifecycle (SDLC).


? All entities replying to this request must be able to attest -- in writing -- that they are complying with Executive Order RP 80, signed 12/03/2014.

? In addition, because of the nature of the information in the system that will be upgraded, all entities must sign a Data Use Agreement as a condition of employment.

? All work products resulting from the project shall be considered ?works made for hire? and are the property of CLIENT.

? CLIENT may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law.

? CLIENT will pay no fees for interviews or discussions, which occur during the process of selecting a Worker.

? In submitting a resume for this solicitation, the vendor attests to their compliance with e-verify for the submitted candidate.

Worker Skills and Qualifications

Minimum Requirements:

?5Years Experience in SharePoint Online (Office 365) development and design using style sheets/CSS, JavaScript, CSOM, XML, HTML, ASP.NET, C#.

?5Years Experience in the development, design, and implementation of custom SharePoint web parts, .NET user controls, custom master pages, custom layouts, features and solutions to be used in the SharePoint Online (Office 365) environment.

?5Years Experience in using Microsoft Visual Studio.

?5Years Experience and understanding of the Software Development Lifecycle (SDLC).
