Org. Setting and ReportingThis position is located in the Office of the Under-Secretary-General, within the Office of Counter-Terrorism (UNOCT), at UN Headquarters in New York. The Programme Officer will report to the Chief of the Front Office under the overall supervision of the Chief of Office of the Under-Secretary-General (OUSG).
The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States.
ResponsibilitiesWithin delegated authority, the incumbent will perform the following functions:
•Participate in the development, implementation and evaluation of assigned projects undertaken by OUSG; monitor and analyze development and implementation of such assigned projects; review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions.
•Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
•Researches, analyzes and present information gathered from diverse sources.
•Assist in policy development, review and update the existing standard operating procedures, including the review and analysis of issues and trends, consult with relevant staff within the office.
•Undertake survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
•Prepares analytical reports and written outputs on sensitive matters for senior management, e.g. draft background papers, concept notes, analysis, sections of reports and studies, inputs to publications, etc.
•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Undertake outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics/activities.
•Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Coordinates activities related to resource mobilization including building and maintaining partnerships and preparation of relevant materials for the Global Counter-Terrorism Coordination Compact working group on the subject matter.
•Perform other duties as required.

EducationAdvanced university degree (Master’s degree or equivalent) in business administration, management, economics, international relations or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work ExperienceA minimum of five years of progressively responsible experience in project or programme management, administration or related area.
Experience in counter-terrorism is required.
Experience providing advice to senior officials in international organizations is desirable.
Experience in policy formulation and organizational reform is desirable.
