The Program Manager is responsible for the overall operation of the program including ensuring quality of services, staff management, leadership and supervision, financial matters, administrative activities, record keeping, safety, and compliance with the County of San Diego contract requirements and the Mental Health Systems, Inc. Personnel Policies and Program Manager responsibilities. As program needs demand, the Program Manager also provides individual assessment a nd group and individual counseling and rehabilitation services to clients. The Program Manager demonstrates a strong working knowledge of medical model, best practices in counseling, biopsychosocial rehabilitation and recovery, and the CCISC model of integrated services for co-occurring disorders.
- Ensures that all charting and documentation as contractually required and in timely manner as dictated by program requirements.
- Liaison with SD County Mental Health Services, SD County Alcohol and Drug Services, and community-based organizations, representing the agency as directed by Division Vice President at meetings and committees.
- Maintains thorough and accurate financial records, including accurately balanced petty cash fund and accounting for all expenditures. Consults with Division Vice President regarding financial issues.
- Oversees and is responsible for program operations, including fiscal and administrative management, quality assurance, implementation of policies and procedures, and overall contract compliance.
- Overseeing all potential sources of revenue, including insurance and client fees, to ensure maximum recoupment.
- Oversees facilities by ensuring equipment is in good operating condition, maintaining the work area in a clean and neat manner, ensuring a safe working environment, and reporting deficiencies and vandalism to Division Vice President and Facilities Department.
- Oversees clinical and administrative operation of the program, implements and monitors approved policies and procedures, ensures the highest quality of services and promotes program growth and development.
- Prepares contractually requiredreports regarding program progress and success.
- Recruits, assesses and recommends candidates to fill vacant positions. Fully implements affirmative action, equal opportunity and cultural diversity at the recruitment level.
- Supervises and coaches staff performance and utilizes sound management practice theory to both reward good performance and correct deficiencies. Provides leadership necessary to achieve program success.
- Supervises accurate data collection, compilation and record keeping; prepares contractually requiredreports.
- Trains staff in proper documentation procedures and responsibility for documentation quality during Medi-Cal audits.
- Displays regular and reliable attendance. Reports to and departs from work as necessary to ensure efficient and effective program operation and success. Is on-site at least 80% of the time the program is operating.
- Complies with all MHS and program rules, policies and procedures including HIPPA standards.
- M.A./M.S. degree in a social services field.
- Currently licensed in California as LCSW, MFCC, or Psychologist.
- Five years of experience working with mentally ill and dually diagnosed populations in a clinical setting.
- Two years of supervisory experience in a similar work setting.
- Two years experience working with mentally ill adolescents in a mental health, substance abuse and/or domestic violence setting.
- Experience in individual and group psychotherapy.
