POSITION PURPOSE: The Program Manager is responsible for the overall operation of the program.
REPORTING RELATIONSHIP: This position reports to the Vice President.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Responsible for overall program operations, including fiscal and administrative management, quality assurance, implementation of policies and procedures, and overall contract compliance.
- Oversees quality of direct services, ensuring adherence to best practices and highest professional standards. Supervises accurate data collection, and record keeping, and prepares contractually requiredreports.
- Provides regularly scheduled supervision to all direct reports, and oversees weekly treatment team and staff meetings. Supervises and coaches staff, and develops and implements ongoing staff training and development of the program.
- Recruits, assesses and recommends candidates, and implements affirmative action, equal opportunity and cultural diversity at the recruitment level.
- Functions as program liaison with Mental Health Services, County Substance Use Disorders, and community-based organizations, representing the agency as directed by Vice President at meetings and committees.
- Adheres to program budget and reviews monthly operating statement to ensure financial integrity, and ensures implementation of quality assurance activities, including peer review and monitoring of all client charts.
- Maintains knowledge of best practices by reading appropriate publications, attending seminars, conferences, and other training as necessary, and demonstrates commitment to professional growth by attending in-service trainings and staff development programs, and seeking out supervision when needed.
- Maintains a minimum degree of training and knowledge in cultural competency, co-occurring and gender responsiveness, and trauma-informed care.
- Oversees facilities by ensuring equipment is in good operating condition, maintaining the work area in a clean and neat manner, ensuring a safe working environment, and reporting deficiencies and vandalism.

Professional License/Certification: Must be licensed in the State of California (LCSW, MFT, LPCC)
KNOWLEDGE, SKILLS AND ABILITIES:
- Effectively manages staff to maintain positive morale and unit cohesion as evidenced by maintaining a cooperative and flexible attitude toward coworkers, showing adaptability to change, and exhibiting effective communication and interpersonal skills with Intermediate competency using Microsoft Office, and Outlook.
- Knowledge of cognitive/behavioral models of treatment, and cultural and socio-economic factors that inform service provision to persons with psychiatric or dual diagnosis disorders. Has strong crisis intervention skills, and is able to set priorities and react appropriately to emergency situations.
- Works cooperatively with intra-agency and interagency staff, and maintains the distinction between therapeutic and social relationships. Demonstrates ability to plan, prioritize, budget, control, and evaluate at a level sufficient to ensure the efficiency, effectiveness, and success of the program.
- Utilizes logical problem-solving techniques both independently and in collaboration with workers in dealing with client needs.
EDUCATION AND WORK EXPERIENCE:
- Master’s Degree or Ph.D. in a behavioral health field, and licensed in the State of California (LCSW, MFT, PhD)
- Supervisory experience in a similar work setting.
- Five years of experience working with mentally ill and substance abuse populations in a case management program with outreach, engagement and experience making positive community linkages.
