The Airborne Systems Business Area at Leidos currently has an opening for a Program Manager to work in our Manassas, VA office.
THE CHALLENGE (primary responsibilities) Program Leadership and Oversight- Lead and manage all aspects of the assigned program, ensuring alignment with FBI objectives and contractual requirements.
- Oversee daily operations, ensuring projects are completed on time, within scope, and within budget.
Team Management- Supervise a workforce of 100+ technical personnel, providing leadership, mentorship, and performance evaluations.
- Foster a collaborative and productive work environment that supports professional growth and team cohesion.
Strategic Planning- Develop and implement long-term program strategies to achieve operational goals and support FBI mission-critical requirements.
- Identify risks and opportunities, implementing proactive solutions to ensure program success.
Resource Allocation and Budget Management- Oversee budget planning and execution, ensuring efficient allocation of financial, human, and material resources.
- Track program expenditures to ensure compliance with contract terms and organizational policies.
Contract and Stakeholder Management- Serve as the primary liaison between the FBI, contract stakeholders, and internal teams, ensuring clear communication and issue resolution.
- Ensure all contractual deliverables are met and compliance with regulatory and contractual obligations is maintained.
Operational Excellence- Drive process improvement initiatives to enhance program efficiency, effectiveness, and service quality.
- Ensure operational readiness by coordinating with maintenance, logistics, and other support teams.
Regulatory and Policy Compliance- Ensure adherence to all relevant regulations, standards, and internal policies, particularly those pertaining to aviation operations and program execution.
- Maintain documentation and reporting to meet audit and compliance requirements.
Performance Monitoring and Reporting- Develop and monitor key performance indicators (KPIs) to measure program success and identify areas for improvement.
- Provide regular progress reports to FBI leadership and contract managers, highlighting achievements, challenges, and action plans.
Customer Relationship Management- Cultivate strong relationships with FBI stakeholders to understand their needs and expectations.
- Actively address customer feedback and ensure high levels of satisfaction throughout the program lifecycle.
Aviation-Specific Oversight (Preferred)- If applicable, manage aviation-related projects and ensure alignment with aviation safety and operational standards.
- Collaborate with technical teams to support aircraft maintenance, upgrades, or mission-specific modifications.
WHAT SETS YOU APART (basic qualifications) - A BSME/BS Degree in Business or Aviation-related field is required and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience . Education/degree requirements may be substituted with training and job experience.
- The Program Manager shall have at least ten (10) years as a manager of a business with gross sales of $5 million or better and/or a division of a corporation with gross sales of $5 million or better with control of one hundred plus (100+) people that work technical capacity.
- A combination of military and civilian managerial experience is acceptable, with an emphasis on civilian corporate experience. Demonstrated experience must be in a similar position within the last twelve (12) months preferably in an aviation environment.
- Must have an ACTIVE DoD Secret Security Clearance to be considered for this position.
- This position is full time located at the main on-site FBI HQ Facility.

Pay Range: Pay Range $126,100.00 - $227,950.00
