About the OpportunityInalab has an immediate opening for a Program Manager to support the National Geospatial-Intelligence Agency (NGA) Systems Engineering Support (NSES) Practice at the Springfield, VA location. As the Acquisition Specialist you will be responsible for overseeing services to provide day-to-day operational support for Program Management Offices (PMOs) in the Enterprise Contracts Office (TCC) and the Federally Funded Research and Development Center Program Office (FFRDC).
The ideal candidate will have an active TS/SCI and the necessary, proven analytical skills and acquisitions subject matter expertise, along with a history of strong collaborative relationship building with key technical members and cross functional project team members to assure creation and delivery of clear, concise, and actionable tasks that would be related to the operational efforts of the agency.
Essential Responsibilities:Assist the day-to-day execution of TCC and FFRDC program management offices. At Enterprise Contract Operations (ECO) award, acquisition operations support is anticipated for the FFRDC, ESAS, Emerald/Clover, and Mojave programs. Provide a primary point of contact for each of these four PMOs and may anticipate the need to surge support to a specific PMO depending on Government needs. Day-to-day acquisition operations will vary but activities shall be bound by a set of recurring deliverables. Examples of duties may include but are not limited to the following:
- Support team members on budget and program management.
- On a weekly basis, participate in requirements adjudication boards (such as the weekly ESRAB), where necessary. Ensure progress updates are submitted to the Acquisition Strategy Team per the weekly deadline.
- On a semi-annual basis, assist the FFRDC PM in eliciting, refining, and staffing STE requirements from NGA organizations for CAE approval.
- Where requested by a TCC PM, assist in aligning customer-submitted requirements to an appropriate Task Order, program-defined Labor Category (LCAT), and/or Skill Level. Submit recommendations for alternative program placement if requirement is not a "best fit" for assigned PMO.
- On an as needed basis, assist the PMOs in maintaining a program-defined index (spreadsheet, database, or similar) detailing all CFTE/STE requirements managed by the PMO. This index should be traceable by NGA organization, contract/task order, LCAT, and other relevant attributes.
Required Skills:- Demonstrated experience working with financial systems and reports
- Demonstrated experience interpreting and generating Earned Value metrics.
- Demonstrated experience improving the quality of Government acquisition artifacts, such as Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), or Acquisition Plans.
- Demonstrated experience supporting services-based acquisition programs providing Contractor Full-Time Equivalent (CFTE) support to external organizations.
- Demonstrated ability to build process workflow charts, concepts of operation (CONOPS), or standard operating procedures (SOPs) in support of a PMO.
- Demonstrated ability to summarize complex cost and schedule data for briefing internal/external leadership or senior stakeholders.
- Related certifications such as Defense Acquisition Workforce Improvement Act (DAWIA), Project Management Professional (PMP), or similar.
- Demonstrated proficiency utilizing Microsoft Office tools such as Excel, SharePoint, Visio, and/or Project to manage cost, schedule, and performance.
Qualifications:Bachelor's Degree (or higher) in a related field, with at least five (5) years of experience supporting US Government acquisition programs. If candidate(s) do not possess a related degree, an additional five (5) years of experience may be substituted.
5+ years of acquisitions support in a Federal environment (desired)
