Job Summary:

The Program Manager will be responsible for managing the successful delivery of one or more projects simultaneously, and/or overall Program Management effort oversight, including those of great size, risk and complexity as defined by the project executive sponsor and key stakeholders, acting as a strategic partner with business executives.

Job Title:  Program Manager

Purpose: The Program Manager has primary ongoing responsibility for the management of large scale, high priority programs which are made up of key, strategic projects of varying sizes. The projects will often require larger project teams and/or cross functional teams. The Program Manager will manage the program as a whole to ensure intended outcomes are being met by the projects within the program. The Program Manager also manages the individual projects from original concept through final implementation/warranty, managing customer satisfaction and customer impact throughout. The Program Manager is accountable for assembling the project team, assigning and managing individual responsibilities, identifying appropriate resources needed and developing the program and or project plan and schedule(s) to ensure timely completion of the project. The Program Manager will proactively identify risks and issues that could challenge project delivery and will ensure those risks and issues are either mitigated or resolved. The Program Manager may have Project Managers and/or Project Coordinators reporting to him/her, that the successful candidate may be required to manage. The Program Manager also develops a partnership with and adheres to Governance standards and process.

Typical program size is $3M to $20M and of medium to high complexity with various sized projects making up the program

Roles and Responsibilities:

In this role, the Program Manager has the overall responsibility and accountability to drive projects to success as defined by the project executive sponsor and key stakeholders. Work effectively with internal and external customers, third party vendors, governance and senior management in accomplishing project objectives. 

  • Responsible for defining program objectives with business stakeholders and IT Leadership. Responsible for driving program outcomes to meet these objectives
  • Responsible for assembling project team, assigning individual responsibilities, identifying appropriate resources needed and developing the project plan and schedule to ensure timely completion of the project with acceptable project outcomes
  • Manages the triple constraint to ensure timely completion of the project - On time, within budget while maintaining scope
  • Manages multiple projects of varying size; manages dependencies between projects whether owned by candidate or managed by another PM
  • Provides a structured and practical method for managing change/scope to account for  complex and often emergent customer needs
  • Communicates with key executive sponsors and stakeholders on issues that impact scope, budget, or time related to the projects managed.  Manages the prioritization and change management processes while identifying ways to resolve issues to keep the project on track
  • Proactively identifies and plans for ways to overcome project risks that jeopardize successful project delivery
  • Escalates, as necessary, project issues, risks and decisions
  • Provides project leadership and fosters a collaborative work environment where project team members feel that they have a voice
  • Provides direction and coaching to the project team and creates a shared success model and develops team to improve overall capabilities and skills of the team
  • Establish and manage project budget to meet agreed targets
  • Tracks and communicates key project milestones
  • Documents and receives sponsor and-or key stakeholder approval for key documents and quality gates
  • Drives post project delivery success by ensuring that the service organizations can support post go live activities
  • Contributes to continuous improvement and evolution of project methods and processes to address emergent requirements
  • Manages staff as assigned

  • Extensive knowledge of project management methodology
  • Extensive knowledge in resource and change management
  • College degree in Business related field or Information Technology (preferred)
  • PMP, PgMP certification (preferred)
  • ITIL certification (preferred)
  • Insurance industry experience preferred
