NIC’s Outdoor Recreation team is seeking an enthusiastic and motivated individual who thrives in a fast-paced environment to join our team as our Program Manager. The Program Manager of NIC’s Outdoor Recreation team will serve customer onsite as the key contact person for the Pennsylvania’s Commissions and must have demonstrated experience in the implementation of large scale projects, experience in contract management, possess strong skills in coordinating multiple IT teams sprinting in parallel, and, ideally, experience in the hunting and fishing realm. This person must be available to the Commissions (Game, Fish and Watercraft) to help ensure the successful implementation of a SaaS based licensing system for Pennsylvania’s Outdoor Recreation program.


SUMMARY

Responsible for developing, planning, and managing activities for complex projects. Projects may be large with broad scope, high impact, and long implementation time frames. Lead both the technical conversion as well as the business change required, while ensuring that day-to-day operations keep functioning flawlessly during the transition. Consult with sponsors, participants, stakeholders and customers to review proposals including goals, time frames, and funding limitations. Ensure that project goals are accomplished and in line with business objectives.

KEY RESPONSIBILITIES

  • Define, plan and direct the execution of a broad range of technical and non-technical projects
  • Balance the competing demands of scope, time, cost, quality, resources, and risk to produce a high-quality outcome
  • Possess a thorough understanding of application integration and effectively communicate with engineers who are providing architectural designs, estimates, and performing the work tasks
  • Manage vendor relationships and ensure their delivery, on time and on budget
  • Ability to manage multiple dependent projects as a program and ensure sequencing and resources are appropriate
  • Defines and develops process enhancements for tracking projects, resources, risks, conflicts
  • Defines processes to onboard projects and sets appropriate expectations regarding delivery of the work

EXPERIENCE/EDUCATION

  • Bachelor's degreepreferred, or equivalent, in area of specialty
  • 5 + years of experience in the field or in a related area
  • Experience in implementing large Software as a Service (SaaS) application for a client
  • Knowledge of Project Management theories and practices applicable to limited-scope projects
  • Familiarity with Outdoor Recreation activities such as hunting, fishing, boating, off-road vehicles, and camping a plus
  • Performs a variety of tasks directly
  • Leads and directs the work of others, including other project managers
  • Responsible with a wide degree of creativity and implementation latitude
  • Certification as PMI (Project Management Professional) or Certified Scrum Master (optional)
  • Knowledge of engineering and/or architectural design principles, site planning, practices, methods, systems and processes
  • Advanced oral, written, and interpersonal communication skills
  • Strong presentation and facilitation skills to communicate with and persuade a wide range of audiences
  • Knowledge of Project Management theories and practices applicable to projects that are complex in scope
  • Relies on extensive experience and judgment to plan and accomplish goals
  • Strong analytical and project management skills required, including a thorough understanding of how to interpret customer business needs and translate them into operational requirements
  • Familiarity with Agile Development practices including SCRUM and SaFE
