The Program Manager is primarily responsible for the oversight and client interface of the Department of Defense (DoD) Reserve Health Readiness Program (RHRP). Reports to the CHSi Chief Operating Officer for Domestic Operations.

It is anticipated that this position will be located either in San Antonio, Texas or Orlando, Florida.
DUTIES AND RESPONSIBILITIES:
- Responsible for performance of all work, execution, and administration of operational, medical services program activities under U.S. defense government contract, including matters related to daily program operations.
- Serves as single point of contact for the Contracting Officer Representative (COR) and Contracting Officer (CO).
- Develops and oversees the implementation and compliance of policies, guidelines, and standard operating procedures for program activities, to ensure achievement of financial and operational goals.
- Responsible for the development and oversight of a nationwide medical services delivery and management program.
- Exhibits organizational leadership and serves as a resource and mentor to assigned leadership.
- Responsible for the oversight and accountability for the success and execution of the client relationship throughout the contract life cycle.
- Maintains involvement in material client issues that could impact CHSi’s status with the client.
- Oversees the establishment, monitoring and reporting of Key Performance Indicators (KPIs), including quality, efficiency, and customer satisfaction measures.
- Accountable for all quality outcomes and any necessary plans for improvement resulting from audits.
- Maintains budgetary responsibility for CHSi profit and loss statements.
- Collaborates with CHSi corporate resources (HR, IT, Quality, Finance, and Accounting, etc.) regarding company processes, policies, and procedures.
- Uses continuous quality improvement methods to identify performance gaps, develop innovative solutions and implement changes for program enhancement. Responsible for any changes to the client’s Statement of Work (SOW).
- Oversees the service delivery of subcontracted vendors and suppliers to CHSi to ensure operational objectives are achieved.
- Leads regularly scheduled leadership meetings to ensure open, two-way communication at all times throughout CHSi program footprint.
- Reviews reports on operations and financials with the COO on a regular basis to ensure contract performance and advises on all aspects of program operations.
- Ensures regulatory compliance is maintained, to include Continuing Education Units (CEUs) and other mandatory training of staff.
- Manages the financial performance, customer service, and quality outcomes of assigned contract(s), adhering to contractual requirements and ensuring all service deliverables are met.
- Develops and mentors team members from a careering perspective; ensuring annual appraisals are completed in a timely manner; goals and work plans are collaboratively (where applicable) and consistently implemented and executed; performance issues are addressed fairly and appropriately; consulting with corporate support as appropriate.
- Performs other duties as assigned.
- Master’s degree or equivalent in medically related field required, preferably in business or healthcare administration.
- At least 10-12years of progressive medical and military-based program management experience.
- Demonstrated experience in staff management and supervision, project and financial management, reporting, and contract negotiation.
- Demonstrated experience in government contracting environment to include procurement, contract administration, and performance metrics.
- Prior experience implementing and managing large-scale, multiple-site or event-based medical readiness services programs, encompassing primary and urgent care of at risk populations and the requiredassociated quality and safety assurance programs and standards.
- Must have demonstrated experience successfully working with and leading integrated teams, using current business management principles and best practices.
- Excellent oral and written communication skills required with strong analytical and problem-solving skills.
- Demonstrated experience with the RHRP program or equivalent military health readiness events.
- Former Medical Operations Officer (70H) or Medical Logistics Officer (70K).
- Project Management Professional (PMP) certification.
- Significant travel within the U.S. to facilities will be required.
- Performs duties in a safe manner. Follows the corporate safety policy. Participates and supports safety meetings, training and goals. Ensures safe operating conditions within area of responsibility. Encourages co-workers to work safely. Identifies “close calls” and/or safety concerns to supervisory personnel. Maintains a clean and orderly work area.
- Assists in active implementation of company initiatives to ensure compliance with OSHA VPP, ISO, JCAHO, AAAHC, and other mandated regulations/standards.
- May serve on the OSHA VPP, Safety, and Wellness Committees.
- Work is normally performed in a typical interior/office work environment. Work involves sitting and standing for prolonged periods of time. May require bending, stooping and lifting up to 15 lbs. Good eye/hand coordination required. Constant use of sight, speech, hearing, frequent keying and use of computer and common office equipment required.
