JOB DESCRIPTION

Program Manager

A government contract requires that this position be restricted to U.S. citizens or legal permanent residents.  You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.

 

Lead logistics support across four U.S. Coast Guard sites in a high-visibility, autonomous Program Manager role supporting FORCECOM readiness. Oversee full contractor performance for a 16-person team at Camp Lejeune, Petaluma, Elizabeth City, and Charleston. Serve as the primary liaison to the Government’s Contracting Officer and COR, driving mission outcomes and consistently exceptional CPARS ratings.

Program Manager Responsibilities Include: 

  • Manage all contractor personnel across four concurrent locations; enforce performance standards, schedule adherence, and quality control across all task areas.

  • Serve as the single, authoritative point of contact for the Government Contracting Officer and COR.

  • Maintain availability 0800–1600 EST, Monday–Friday; respond to technical issues within 48 hours.

  • Deliver monthly status reports by the 5th of each month (accomplishments, schedule status, travel, concerns, upcoming milestones) aligned to invoicing.

  • Lead contract phase-in within 15–30 business days after award; present Final Transition Plan within 5 business days of kickoff.

  • Develop, implement, and continuously improve the Quality Control Plan; identify and eliminate defects before Government discovery.

  • Execute all personnel actions: recruiting, hiring, onboarding, security access (CAC/CVS), training compliance, and disciplinary actions across all sites.

  • Ensure 100% compliance with DHS security protocols, IT security awareness training, CUI handling, Privacy training, and DHS Rules of Behavior.

Program Manager Experience, Education, Skills, Abilities requested: 

  • Bachelor’s degree in Business Administration, Logistics, Operations Management, or closely related field.

  • PMP required if degree is in a non-business/non-logistics field (preferred/conditional requirement as stated).

  • Minimum 8 years combined experience in logistics, supply chain, or federal contract support.

  • At least 3 years in a management or supervisory role.

  • Proven experience managing geographically dispersed teams across multiple simultaneous sites.

  • Prior U.S. federal government service contract experience (DHS, DoD, or DHS components preferred).

  • Strong working knowledge of FAR-based contract performance, including CPARS, Quality Control Plans, and monthly reporting requirements.

  • Ability to build trust and working relationships quickly with Contracting Officers and CORs.

  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Teams) and Windows 11.

  • Working knowledge of DHS/DoD IT security practices, CAC access management, and CUI handling.

  • Exceptional written and verbal communication; produce clean, concise status reports and executive briefs.

  • Strong crisis management and rapid problem resolution (close staffing gaps fast; maintain continuity).

  • Fluency in English (read, write, speak, and communicate professionally in all formats).

  • Active or recently held DHS or DoD security clearance.

  • Prior U.S. military service or direct support to USCG/Navy/Marine Corps operations.

  • Experience with GSA Multiple Award Schedules (MAS) compliance.

  • Familiarity with USCG systems (Direct Access, FSMS, mLINQS).

  • Experience managing Service Contract Act (SCA) wage determination compliance across multiple states.

  • Position is designated Key Personnel under the contract.

  • Replacement requires 15 business days advance notice to the Contracting Officer and a resume showing equal or superior qualifications.

  • Replacement cannot occur without written Contracting Officer consent.

  • Signed letter of intent required for proposal submission.

  • Must ensure coverage by a pre-approved alternate with full authority when absent.

  • Must pass pre-employment qualifications of Cherokee Federal
