Brillient is seeking a Project Manager to establish control, management, monitoring, and communications in conjunction with the center-wide Total Product Life Cycle (TPLC) and Management Operations Review and Modernization (MORM) work activities. Moreover, the PM shall work with the Contracting Officer’s Representative (COR), Executive Sponsor (ES), and subject matter experts (SMEs) to ensure that tasks are aligned and synchronized to stay on track and meet important milestones.
Quality Management (QM) Governance
The PM shall provide presence and project/program management for QM Program governance and senior leadership. The PM shall use disciplined project management methodology and effective use of best practices for project management to minimize project risks. The PM shall actively navigate and support Agency work units to support the QM Program and to be cost-effective and responsive to the Agency's mission critical work. The PM shall provide project/program oversight to ensure the QM Program syncs up recommendations to the Agency's TPLC organization modelling and MORM reconfigurations as well as ongoing actions that support DTS work activities and other Agency initiatives.
Strategic Change Management/Communications
The PM shall effectively serve as advisor and/or deliver presentations to senior leadership on how to maximize the value of proposals and recommendations related to QM, as well as supporting Agency work units. The PM shall be knowledgeable on the Agency's IT digital system design and redesign requirements. The PM shall develop initial and ongoing communications to create an appropriate level of awareness among leadership, employees, and other key stakeholders of change.
The PM shall develop communication plan and provide effective communication to stakeholder (internal and external).
Business Case Analysis
The PM shall provide high impact examination and analysis on QM initiatives and/or alternative analysis recommendations to redefine, refine, and/or identify through use of risk assessment tools ensuring product sustainability, product feasibility and return on investment options.
The PM shall develop business case analysis and provide effective analysis to Agency stakeholders (internal and external).
