Program ManagerThe Contractor must assign one overall Program Manager (PM) who shall have finalresponsibility for the Contractor. This individual shall manage all aspects of Contractorperformance and ensure delivery of all contract services encompassed by the contract in terms of quality, cost and time. The PM shall have full authority to act for the Contractor in all day-to-day matters relating to Contractor performance. The PM shall be the Contractor's single point of contact to the Government's Contracting Officer, Contracting Officer's Technical Representative (COTR), Assistant COTRs and field Quality Assurance Evaluators. The Program Manager:* Supervises Regional Directors, Agency Managers, and Project Directors* Implements the Contractor's quality control program* Approves hiring of all supervisory level Contractor employees* Manages the Contractor's training programThe Program Manager shall act as the initial point of contact for administrative andtechnical matters pertaining to performance requirements. The Program Manager shall be routinely available during normal hours of operation. An alternate Program Manager shall be appointed during any periods of absence. This position requires the following qualifications: o Masters Degree or equivalent experience as a Project Manager, with emphasis onoversight of multiple projects that emphasize on analytical process and legalassistance, training and recruitmento A minimum of five year's experience as a Project Manager of similar projects isrequired. Management of similar projects under Federal Government sponsorshipis preferable.
