We are looking for a bright and talented Agile Project Manager to support our client’s application development initiatives. Our development teams create cutting-edge applications that directly enable client to achieve its mission objectives. Our team is avid practitioner of Agile development methodologies, and most of our work is done in a purely Agile environment. We use Scrum, continuous integration, unit tests, and peer reviews on a daily basis, and we adhere to the “inspect and adapt” principle as we seek new ways to innovate.

Responsibilities:

  • Spend a great deal of time functioning as an Agile coach, consulting with Scrum teams and Product Owners as they plan, execute, and deliver releases
  • Engage and work with the client’s upper management to establish application delivery strategies aligned with the agency’s key goals for software development
  • Work on a wide variety of technology platforms, including .Net Core, ASP.NET using MVC, Entity Framework, LINQ, SQL Server, SharePoint, NHibernate, Oracle, SharePoint, and Access

Additional Duties:

  • Plan, implement, and maintain a project organization structure; select and recruit key team members
  • Analyze the effectiveness of the project organization and makes changes when needed
  • Provide proactive leadership and direction of personnel performing complex tasks. Responsible for leading the project teams in successfully executing project as planned
  • Manage personnel, cost and schedules, ensuring contract compliance, quality and profitability
  • Serve as the primary customer interface
  • Responsible for planning, organizing, directing, and tracking major aspects of the project, including technology, schedules, costs, and contract/customer satisfaction

  • Direct project team personnel, manages costs and schedules ensuring contract compliance.
  • Maintain profit and loss and responsibility
  • Prepare and maintain the Program Management Plans (including Risk Management Plan) for the project and conduct program reviews as required
  • Responsible for any subcontractor management
  • Support and enhance ISO 9001:2008 and CMMI Level 2 process maturity

Qualifications

Minimum Qualifications:

  • Must be a U.S. Citizen
  • Active DOD secret clearance; ability to obtain DEA clearance
  • Minimum 15 years of professional IT experience –Management experience can be combined with IT experience
  • Minimum of five (5) years of project management experience in implementation and maintenance of Web-based Apps directly supervising 40 or more team members
  • Minimum of five (5) years of experience managing development teams using Agile, including Scrum and appropriate supporting development practices
  • At least five (5) years of delivery management of technical services and solutions to Federal Government agencies
  • Scrum Master Certification from Scrum Alliance
  • Recent experience with software development projects using key Microsoft technologies, including:
    • ASP.NET 4.0, C# 4.0, MVC 3.0, jQuery
    • AJAX methods and WCF-based Web Services
    • LINQ with Entity Framework, NHibernate, or other ORM technology
    • Relational data models and SQL
    • XML and programming libraries for XML manipulation
    • SQL Server-based data warehouse

Desired Qualifications:

  • Bachelor degree in technical field (Master’s preferred)
  • Project Management Professional (PMP) certification from Project Management Institute
  • Knowledge of ITIL and CMMI principles
  • Business Development experience in the federal market.
