PhD in Engineering, science or related technical discipline plus 5 years or Masters plus 10 years of experience in a technical position. At least 5 years of technical project management experience. PMP  certification preferred. Must have 5 years or more experience managing a highly technical staff.

In some cases, educational requirements may be adjusted or waived for more than 14 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Current or ability to obtain Top Secret SCI Clearance preferred.

Responsibilities/Qualification


Manages a developing program for scientific and technical research. Provide support for analysis panels and workshops involving research, development, or on-going scientific actions requiring studies, analyses, evaluations, assessments and interpretations. This Program serves multiple customers and requires developing and coordinating program requirements with several subcontractors across a broad range of scientific disciplines.

The successful candidate will be responsible for cost, schedule, and technical performance of the  program and manages both technical and administrative staff providing ongoing direction in the performance of the program. This individual will develop and monitors program plans including time and cost estimates. Ensures project objectives are delivered on schedule and within budget.

Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications. This position requires experience with managing a large task order driven program. Experience with managing an intermittently high volume of requests and providing timely proposals to these tasks.

Prioritizes workload and determines staffing levels and any adjustments in staffing.  Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.Position requires familiarity with all aspects of Management and Engineering processes.

Reviews reports and briefings prepared by technical staff for quality.

Leads technical discussions for project reviews.  Prepares and delivers formal briefings.

Ensures that appropriate training is delivered to program staff.

Establishes and maintains effective relationships with customer and other outside agencies.


Acts as primary customer contact for program activities.  Regularly meets with and updates the customer on project status.  Leads program review sessions with customer to discuss cost, schedule, and technical performance. 

Develops new business or expands business with the customer.  Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.  Participates in negotiating contract and contract changes.

Complies with quality assurance and security procedures in the performance of duties.
Must posses Top Secret SCI Clearance for consideration.

Performs additional duties and responsibilities as assigned.
