Here's What You’ll Get to Do:
Serves as the Program Management Functions Manager establishing goals and plans that meet program objectives. Utilizing domain and expert technical knowledge, the Program Management Functions Manager provides technical/management for large scale enterprise operational environment. The Program Management Functions Manager has overall responsibility for some technical, administrative, contractual, and personnel aspects of the program. He/She will be responsible for the following:
Develops strategic goals and implements strategic initiatives in support of goals
Establishes or works to implement key elements of tactical and operational plans with measurable contribution towards the achievement of results of the sub-function or completion of a project.
Makes significant decisions on what their team of responsibility focuses on or executes as directed.
Develops and implements new products, processes, standards, or operational plans that will have an impact on the achievement of functional results
Manages a large team or multiple smaller teams which would typically consist of both experienced professionals and managers
May have budget or P&L accountability for area of responsibility or manage resources or elements of the budget.
The Program Management Functions Manager interactions are supported by his/her corporate executives to make sure that the program provides on-time delivery of top-quality operational objectives.
More About the Role:
The Program Management Functions Manager is responsible for leading the operations of MHS operational objectives. The Manager will initiate and set goals for programs according to the strategic objectives of the organization, plan programs from start to completion and lead execution of a portfolio of projects that are critical to the program's strategic goals.
The PM Functions Manager will also be responsible for:
Be a trusted advisor at all levels of the organization to provide advice and guidance on project and program management methodologies and measures of success.
Build efficient and effective program management processes and facilitate the sharing of resources, methodologies, tools, and techniques.
Train and equip team members to apply processes consistently and effectively.
Collaborate with practitioners across the teams and with other areas to continuously improve the program.
Provides technical program management and oversight from conception and planning through implementation, launch, and post-launch support.
Ensures objectives are clearly defined and aligned across the organization in accordance with program budgets and schedules.
Drives the team to achieve performance objectives for the program on schedule and within budget.
Leads the team to complete the program in alignment with the product vision and requirements.
Provides technical leadership and guidance to team members to achieve complex goals.
Captures and tracks program risks and works with the organization to develop mitigations for the most critical risks.
Communicates program milestones, schedules, and risks to the technical team and to the broader organization.
Establish project milestones, roadmaps, and schedules for technical teams using Agile and technical skills.
Anticipates, captures, and manages cross-product dependencies across the program teams.
Regularly communicates across teams about critical cross-product dependencies and associated coordination efforts.
Establishes and tracks project plans for an overall program, including schedules, budgets, and resourcing for the technical teams.
Tracks and adjusts plans, schedules, and outcomes based on evolving program scope and requirements as well as technical and program issues that arise.
Supports resource redistribution and engagement of supplemental resources to address critical issues and needs.
Establishes a risk management plan for each project.
Anticipates, captures, and manages program risks, and works with the organization to develop mitigations for the most critical risks.
Regularly communicates critical risks, probability of occurrence, and risk mitigations to the business unit leadership and other key stakeholders.
Provides timely notification of any critical risks that manifest and supports mitigation plans to address related issues.
Creates a collaborative environment that fosters creativity, innovation, and learning.
Implements policies and defines approach to technical program achievement.
Analyzes long-term impact of new or anticipated strategies and decisions.
Manages budgets, operational plans, and performance requirements for a specified area of responsibility.
Responsible for meeting budgetary goals and objectives.
You’ll Bring These Qualifications:
Bachelor's Degree in Information Technology, Computer Science, Information Systems, Business Administration or related field, and 10 years of prior relevant experience.
At least ten years’ experience as a program or project manager, detailed knowledge of the defense community and/or large-scale enterprise infrastructure industry, and experience in government acquisition processes
An active Secret clearance
To have a PMP, FAC-P/PM Mid-Level, or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management
At least 7 year of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms
To be knowledgeable of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series, and ICD 801 policies
To have direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment
ITIL v4 Foundation or intermediate certification
Team Management Skills
Service Level Agreement Management experience
Experience in a Customer/Cross functional team
These Qualifications Would be Nice to Have:
Master's Degree in Information Technology, Computer Science, Information Systems, Business Administration or related field, and 12 years of prior relevant experience.
Experience managing Blank Purchase Agreements with multiple task orders and performance-based contracts
Knowledge of Health IT technology including Electronic Health Records.
Experience with Service Delivery, infrastructure, and operations
ITIL Expert certification
ITIL v4 Foundation Certification
ITIL Continued Service Improvement Certification
