We're seeking a Program Director to support delivering world-class water and wastewater programs for our varied clients across the Americas.


As a Program Director, you'll be charged with leading and mentoring a team of highly qualified and motivated engineers and other technical staff, interacting directly with clients to develop and deliver technical water conveyance, wastewater, and water resourcing programs.


You'll join a team of experts in water, and wastewater treatment technologies, conveyance, and pumping plant design, and will deliver challenging programs while serving clients and communities. You will help provide and sustain clean water resources for our clients around the world and have a hand in challenging today and reinventing tomorrow.


You'll also be instrumental in the growth and development of our water business strategy and contribute immediately to our success. We'll ask you to leverage your expertise to help us continue building our skills, knowledge, and resources to win and deliver complex programs. Your client and industry relationships will help us serve new clients, win new work, and position for upcoming opportunities. You'll effectively lead and manage program teams throughout all phases of planning, execution, and closeout; consistent with both innovative and established program delivery models to meet the scope, schedule, budget, and other contractual requirements.

On Specific Programs, We'll Also Ask You To:

  • Clarify the program's vision and strategy, and ensure efforts are prioritized to support them
  • Manage external client and stakeholders, as well as internal staff, to complete work on-time and within budget, including interfacing with teams working on other related programs/projects
  • Coordinate and/or oversee design, construction, and readiness activities with clients, consultants, and stakeholders
  • Oversee interdisciplinary teams and provide review and guidance during development of deliverables
  • When necessary, coordinate with regulatory agencies and serve as a liaison between clients and other agencies
  • Mentor and lead other staff while creating an environment in which innovation and differences are openly shared, embraced, and incorporated into the team's activities
  • Assist with proposal development and participate in interviews and presentations
  • Participate in the Jacobs growth process and work collaboratively with Sales teams
  • Take an active role and participate in industry trade organizations, including presentation of papers, publications, and serving on select committees
  • Partner with the global Program Management team on leadership best practices

  • Relevant degree in Civil Engineering, Construction Management, Business or related field; Master's degree a plus
  • Strong leadership skills with ability to relate to technical staff and external clients
  • Ability to articulate a clear vision and build cohesive teams, and provide excellent social, networking, and presentation skills
  • Experience managing consultants, contractors, and senior managers
  • Experience with planning/scheduling, budgeting, and risk management concepts and tools
  • Ability to help market and win work for private and public clients
  • Demonstrated track record of delivering multiple related water or wastewater programs
  • Proven ability to manage and motivate a multi-disciplinary team
  • Ability to articulate complex concepts and demonstrate extensive experience in partnership-building, agency coordination planning, and program experience
  • Flexibility to serve large and complex programs and clients across the United States and Canada


Ideally, You'll Also Have:

  • Registered Professional Engineer, PMP, PgMP and/or equivalent
  • A Master's degree in Civil Engineering, or a related engineering discipline
  • Experience serving various clients involving a wide variety of fields including conveyance pipeline design, project management, water/ wastewater pump station design OR demonstrated professional experience in water resources related engineering fields, such as surface water and groundwater hydrology, hydraulics, stream restoration, coastal and estuarine hydrodynamics, dams, master planning, resilience plans, stormwater, watershed protection, drainage/flood control, water quality, design, and services during construction
  • Ability to serve as the leader/liaison between the client, partners, constructors, and design teams
  • Experience with program governance and a variety of program management organizational models
  • Previous work experience navigating local, state, and federal permitting agencies and requirements
  • Experience collaborating with stakeholders and regulators and communities
