  • Responsible for managing and implementing the overall contract requirements
  • Oversee the day-to-day activities of all contractor staff at Ascension Island and Patrick AFB, FL
  • Single individual responsible to the Government in all contractual, managerial and program issues.
  • Must be available, physically or remotely, during emergencies with the authority to direct contract personnel.
  • Must have minimum signature authority of 1% of the total Contract.
  • Provide leadership to all elements of the contract and coordinate the activities and schedules of project managers on Ascension Island.
  • Serve as primary point of contact (POC) with the Air Force and all Government representatives.
  • Set deadlines, assign responsibilities, and monitor and summarize the progress of the contract
  • Build and maintain working relationships with team members, vendors, and other departments
  • Prepare reports for upper management regarding status of contract
  • Apply experience and judgment to plan and accomplish goals
  • Establish policies and procedures for performance and control of all project business management functions and technical support.
  • Responsibility for Quality Control and Safety on the island.
  • Ensure application of quality standards to all levels of work and measured for effectiveness.
  • Participate in quality defects investigations and development of resolutions (corrective and preventive).
  • Monitor performance of functional managers/supervisors and submissions of required reports and Contract Data Requirements List.
  • Direct and approve contract modifications, approve budgets, monitor contractual performance and costs, and take action to correct discrepant conditions.
  • Has overall responsibility for P&L of the contract.
  • Maintain working knowledge of requisite business systems including ability to implement future programs.
  • Provide guidance and direction to finance and accounting, human resources, training, security, safety, and environmental.
  • Conduct briefings and participate in meetings for internal and external stakeholders concerning specific project operations.


Specialized Skills and Knowledge:

  • Supervisory skills with proven ability to direct customer focused teams providing maintenance and facility alterations and repair services
  • Understand and apply requirements of
  • Federal Acquisition Regulations (FAR)
  • Air Force civil engineering standards
  • ISO standards.
  • Physical plant management including exposure to building systems e.g. HVAC, plumbing, and electrical.
  • Power plant, cooling plant, water, and waste management systems
  • Ground and marine freight transportation services.
  • Fire and emergency management services.
  • Air Force mission communications requirements and protocols
  • Strong skills in MS Word, PowerPoint, Excel, and Project
  • Strong communications skills for multiple daily customer interactions at all levels
  • Proven ability to manage and coordinate activities of staff engaged in planning and scheduling of operations, maintenance, and repair work.
  • Successful experience dealing with labor unions.

Minimum Requirements:

  • Must be a U.S. Citizen
  • Experience of ten years or greater with responsible oversight of base operations and Air Force Mission Communications support functions.
  • Experience of five years with regulatory compliance and working with regulatory agencies including OSHA, and EPA.
  • Four-year degree from an accredited university in engineering, science, public administration or related program
  • PMP certification or ability to obtain within 1-year of application approval date
  • TOP SECRET security clearance

Preferred Qualifications:

  • Experience with Air Force Eastern Range activities.
  • Master's degree in Business Administration.
  • PMP certification or ability to obtain within 1-year of application approval date
