Applied Research Associates (ARA), Inc. has an opportunity for a full-time, Program Control Analyst with a focus financial analysis and management to support the Department of Defense (DoD) Office of the Deputy Assistant Secretary of Defense for Nuclear Matters. The successful applicant's main duties will include providing executive-level support to assist in the following areas: financial and program management. This person must be able to think creatively and challenge conventional thinking to meet objectives. This requires someone who has a strong and substantial background and proven history in supporting senior-level DoD officials.

Primary Responsibilities & Functions:

  • Assist client address program management and Planning, Programming, Budgeting, and Execution (PPBE)-related functions that include:
  • Review Statements of Work, cost estimates and spend plans
  • Monitor projects using cost, schedule and performance metrics
  • Development of Requirements and Procurement documents (e.g. Rl-R4), Budget Issue Papers, and support documentation for Program Object Memorandum, Budget Estimate Submission, Program Budget Review, and President's Budget Submission
  • Provide programmatic, business, financial, and policy assessments
  • Draft overview briefings for client presentation to congressional staff members
  • Conduct detailed investigative research, data collection and summarize for senior government officials' use
  • Advance program, projects and build approaches to meeting objectives with only minimal direction
  • Work effectively under deadlines and manage multiple projects with evolving requirements

Required Skills & Qualifications:

Must hold an Active DoD Top Secret security clearance and be eligible for Sensitive Compartmentalized Information

  • Requires a Bachelor's degree or equivalent with five to seven years of Program/Project Management and PPBE experience
  • Knowledge and experience in DoD financial management tools
  • Proven track record with DoD program management support
  • Expertise in DoD roles and missions, and organizational structure
  • Highly proficient in Microsoft Office applications
  • Innovative and fresh thinking with a 'can do' attitude
  • Applicant must be a U.S. citizen
