Weatherization & Inspection Program Analyst provides analysis support to the ERCOT Weatherization and Inspection team in meeting regulatory obligations. Ensures compliance with generation and transmission weatherization preparedness and maintenance requirements for Texas power plants and transmission facilities, aligning with the Texas Administrative Code (TAC) and ERCOT Nodal Protocols. These evolving requirements are intended to ensure continuing reliable electric power grid operations under extreme cold and hot weather conditions. Provides analysis support to all aspects of Weatherization Management and Inspection planning. Th role ensures that all activities align with regulatory standards, market needs, and organizational goals. This position requires independent work, ability to analyze and interpret data, knowledge of power plants, substations and switchyard operations, professional interaction with stakeholders at various levels, from individual contributors to senior management, meeting deadlines, and thriving in a collaborative team environment.
JOB DUTIES
Level 2
- Engage and collaborate with the Weatherization Inspection team and relevant stakeholders to ensure the smooth preparation and execution of all weatherization inspection plans.
- Possesses familiarity of power plant and transmission substation or switchyard operations.
- Analyze inspection data to recommend refining comprehensive plans for inspection programs, to ensure efficiency, control group requirements and thorough reporting.
- Monitor inspection plan milestones, identify discrepancies, and suggest solutions to adhere to project timelines.
- Mediate any potential conflicts arising within inspection activities, serving as the liaison between inspectors, Weatherization leadership, and market participants.
- Maintain transparent communication lines with stakeholders, delivering timely updates to meet all requirements.
- Adhere to and promote safety standards within the workplace.
- Possess a thorough understanding of relevant industry standards and regulations.
- Complete all tasks in alignment with organizational protocols, regulatory guidelines, and safety mandates.
- Execute other related tasks as assigned.
- Introduce innovative methodologies to refine and enhance the precision and timeliness of weatherization work and inspection planning.
- Acquire a robust understanding of the ERCOT competitive energy markets and associated standards for planning.

Senior Level (above +)
- Develop detailed and robust solutions to elevate procedure efficiency, weatherization activities and inspection planning accuracy.
- Possesses in-depth knowledge of power plant and transmission substation or switchyard operations.
- Takes a lead role in planning recurring site inspections across the ERCOT region, ensuring a streamlined allocation of resources.
- Study and leverage weather forecasts and trends to strategize inspection planning.
- Continuously expand in the ERCOT market, electrical systems, and associated technologies.
- Act as the departmental representative on cross-functional teams, providing proactive and informed technical, business, and policy guidance for weatherization and inspection planning matters.
- Lead programs and internal audits, demonstrating effective management and execution as management assigns.
- May represent ERCOT at stakeholder forums, committees, and/or working groups, actively contributing expertise and insights.
- Other duties as assigned.
EDUCATION
- Bachelor's Degree: Engineering or related field (Required)
- or a combination of education and experience that provides equivalent knowledge to a major in such fields is required which can include experience in power generation and transmission facilities.
REQUIRED EXPERIENCE
- Requires a minimum of 1-year related work experience in the electric utility industry in excess of degree requirements.
Salary and level will be based on overall experience as determined by ERCOT.
PREFERRED EXPERIENCE
- Related work experience in power plant or transmission engineering or project management (some ERCOT region experience preferred)
- Project Management Professional (PMP)® certification
- Familiarity with power plant or transmission work management and planning, encompassing various technologies.
- Proven experience in using project management and planning tools.
- Exceptional analytical, problem-solving, and decision-making skills.
- Proficient in Microsoft Office Suite, especially Excel, and other project management software.
- Familiarity with power plants or transmission operation and equipment.
- Tech-savvy with a strong working knowledge of ServiceNow Field Service Management.
- Experience in vendor and project management.
OTHER REQUIREMENTS
- Some travel may be required, may include multiple days at a time.
- May be required to accompany inspectors during site inspections. Ability to walk, climb stairs and ladders, stand for prolonged periods of time, and access power plant, transmission facilities, and load resource facilities while wearing appropriate PPE.
- Ability to gain clearance for escorted and/or unescorted access for plant visits as needed.
- Hold and maintain a valid Texas Driver’s License, have an acceptable driving record, and a reliable personal vehicle.
- Must have dependable access to the internet.
WORK LOCATION:
- This position is Hybrid. Employees will be required to be on-site in Taylor, TX at least 2 days per week, or more, as needed based on the business needs as determined by management
- On-site schedules are flexible or may be rotated based on business needs as determined by the Manager
- Remote work is required to be performed from your Texas residence.
- Employees may opt to work on-site more than required or 100% of the time
