Summary

You will serve as a Requirements Officer for Next Generation Air Dominance on the staff of the Director for Air Warfare of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties

Help

  • You will prepare and justify Navy positions on resource allocation.
  • You will ensure naval requirements are achievable, measurable/testable, unambiguous, complete, necessary, and prioritized.
  • You will coordinate with internal and external experts, decision makers, program managers and military departments to understand requirements and objectives.
  • You will provide technical advice on identifying and presenting options to support complex decisions.
  • You will ensure program proposals adhere to Program Objective Memorandum (POM) guidance, level of integration and executables.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Applying expert-level knowledge of Naval Aviation to functions such as operational, logistical and engineering technical support;

2) Performing strategic and detailed analysis to support the development, implementation, and oversight of resources needed to develop mid and long-range plans/projections for naval aviation aircraft systems;

3) Demonstrating the use of various communication skills necessary to effectively liaise with staff from OSW, Joint Staff, Fleet Forces Command, Commander Naval Air Forces, and other Navy staff representatives to develop NGAD requirements;

4) Utilizing the Navy Planning, Programming, and Budget (PPBE) cycle;

5) Analyzing and evaluating various plans, studies, trends, reports, legislation, capabilities, planning and policy directives, and operational requirements where boundaries are extremely broad and difficult to determine in advance;

and

6) Assessing and determining impact of warfighting requirements on Navy missions.
