The purpose of the Global Health Training, Advisory, and Support Contract (GHTASC) is to advance USAID’s Bureau for Global Health's mission by providing junior, mid-level, senior, and expert advisory and technical, administrative and operational, and training, professional development and organizational development institutional support contract services and resources. GHTASC will provide the professional services needed to support USAID's strategic programs and collaborate with USAID offices to promote efficient and effective global health programming and operations.

The Professional and Organizational Development Director will oversee a comprehensive learning and development program for USAID global health staff. Leading the POD team and coordinating with other members of GHTASC, this person will develop and create the learning strategy, guide course and curriculum development, oversee and manage organizational development approach and activities, and work with the team to deliver training, courses and other learning events for both staff under the contract and the larger community of USAID global health professionals.
Provide overall direction for the learning and development strategy and program for 500+ contractor and US Government global health (GH) staff.
Assess and stay abreast of GH workforce competency and skill development needs in order to focus the learning and development efforts.
Manage and oversee the training team, including training staff, training consultants and a cadre of professional coaches.
Oversee, monitor and provide technical feedback on quality of all training programs.
Oversee organizational development activities (e.g., team building, process improvement efforts, staffing assessments, etc.) by responding to and staffing requests from client offices.
Achieve program results efficiently and effectively in compliance with USAID, US Government policies and procedures and within local government regulations.
Coach and support staff and contractors to develop adult-learning driven training solutions on time, within budget, and with high quality.
Ensure the completion of a training calendar, training catalogue, timely reports, assessments, and deliverables that meet MSI and USAID quality standards.
Collaborate closely as part of a larger team and establish and manage ongoing relationships with client staff.
Bachelor’s degree in a related field such as organizational development, instructional design, learning and development, organizational psychology, or a related field. Master’s degree preferred.
At least eight years of relevant experience in the learning and development field, including managing and overseeing organizational learning and development programs. Experience in training for international development and global health programs a plus.
Management and supervisory experience.
Demonstrated experience in adult learning, instructional design, planning and implementation of training programs;
Knowledge of Federal global health programming, U.S. foreign assistance programming, and international development organizations.
Strong organizational skills to ensure documentation is filed professionally and accurately;
Self-starter with excellent presentation, interpersonal and communication skills who takes initiative and leadership.
