Description of specific Duties in a typical workday for this position:

  • Support PM SAI as a Product Lead. As a member of the team, candidate will perform continuous management and review of cost, schedule, performance and supportability of projects/programs/products as they transition through the acquisition life cycle from research, development, production, fielding and sustainment. They will be responsible for drafting various acquisition and program documentation for government review, including PWS, SOW, J&A, IMS, PMR briefings, status update briefings toleadership, etc. They will report this information to the government APM and/or the O5 Product Manager.
  • Manages the systems design, development, acquisition, planning and programming to include engineering, installation, test, and transition and support of fielded systems.
  • Assesses long-range factors in their potential to affect programmatic or technical progress of the project.
  • Monitor and track program risks and report risk status to APM/Product Manager
  • Manages and directs studies and investigations to provide for system improvements, incorporation of new requirements and other technical data for operations of systems
  • Analyzes and evaluates project development, progress and performance.
  • Provides periodic reviews with appropriate representatives to: determine status of overall project and major milestones; ensure coordination for orderly phasing of all actions and detect potential slippages in advance; identify potential increases in cost; and ascertain appropriate action required to maintain or improve project schedules.
  • Create draft versions of contracting documents such as PWS, IGCE, J&A, SOW, DD-254, Contract Strategy, ACQ Strategy, etc. for government review.
  • Applies a broad knowledge of project and financial management, engineering planning and operations and system sustainment to accomplish the management and administration of assigned projects.
  • Develops draft contract support strategies, statements of work, review draft Requests for Proposal (RFP), recommend priorities for contractor activities, participate In-Processing Reviews (IPR) and review contractor deliverables.
  • Maintains contact with contracting offices in the formulation of and execution of product and service contracts. These matters may cover full range of technical issues including hardware and software design, programming, acquisition, logistic support, and management services.
  • Attend and chair various Integrated Product Team (IPT) meetings
  • Performs other duties as assigned. Minimum Qualifications, Certifications, Education and Experience:
  • Requires a bachelor's degree in Business Management or related Business/Administrative discipline
  • Requires 15 years of government program management experience, with at least 3 years' experience working on Airborne Intelligence Surveillance and Reconnaissance (AISR) systems
  • Experience with integrating sensors on an aerial platform
  • Active DoD Top Secret SCI Clearance
  • Travel Up to 50% of the time, OCONUS Travel May be required
  • Project Management Professional (PMP) certification is highly desired
  • Expert in MS Project
  • Experience with DOD 5000 series, AR 70-1, and Financial Management Regulations
  • Experience with various appropriation types
  • Experience drafting acquisition documentation such as PWS, J&A, SOW, Acq. Plan, DD-254, IGCE, etc.
  • Experience managing cost/schedule/performance/risk on complex AISR projects
  • Experience with creating and briefing product/project cost, schedule and performance status to Army senior leaders
  • Applies managerial and executive skills and utilizes an extensive management background to review, analyze, and evaluate program development, progress and performance.
  • Comprehensive knowledge of the range of administrative and fiscal laws, policies, regulations, procedures and precedents applicable to the administration of Product Management programs that have high public and Congressional visibility.
  • Strong written and oral communication skills
  • Thorough knowledge of material acquisition, planning, programming and management processes is utilized to prepare long and short range planning guidance in accordance with broad agency program policies and objectives. Knowledge is also utilized in preparing content of new or modified plans and courses of action that especially have critical impact on programs or resources.
  • Knowledge of the full range of program management principles and practices to include budgeting, planning, staffing, funding, and managing resources.
  • Uses knowledge of programs, missions, and organizational structure to perform continuous evaluation of the efficiency and effectiveness of applied resources and to maximize use of increasingly scarce and changing resources.
