As the NCRC expert in the test engineering field, designs and develops highly complex engineering standards and tests to evaluate the function of cyber products and systems. Develops and implements procedures for cyber product testing, reviews and evaluates test results, and recommends production or design changes to ensure quality and performance standards. Contractor position under supervision of the Program Manager, National Cyber Range Complex (NCRC). As Chief, IV&V and T&E Division, individual directs a team of military service cyber subject matter expert’s in the evaluation of new cyber tools and products for simulation-driven cyber exercises from national and theater through small unit level for US armed forces and other US and allied organizations. Oversees testing process including identifying and analyzing T&E and IV&V options, developing methods and implementing a test plan using a team of multi-serviced cyber experts using a mix of contractor staff and subcontractor specialty staff.
Duties and Responsibilities
Defines, documents, analyzes, performs, and interprets highly complex developmental tests for new and/or modified cyber products or product components.
Acts as liaison with outside suppliers in establishing or modifying specifications for purchased items.
Develops testing procedures for parts or subassemblies received from outside vendors that may be introduced to the live, virtual, and constructive environment and associated NCRC networks.
Leads the development, maintenance and refinement of internal quality control and reliability programs.
Provides advisory and consulting expertise to technical projects under development, acting as an authority in cyber T&E and IV&V processes and methods.
Applies cyber subject matter expertise and sound system engineering principals related to cyber testing to perform highly complex analysis and trouble-shooting.
Serves as the technical specialist for the organization in the application of advanced theories, concepts, principles and processes for cyber testing.
Keeps abreast of state-of-the-art developments in the cyber tools arena and conducts briefings to communicate information relevant to the contract.
May author white papers, journal articles, texts and other publications.
Leads technical discussions at project review sessions and in negotiations with customers.
Prepares written status reports, letters, technical memoranda, contact reports, technical documentation, and other outputs, as needed.
Interacts with sponsors, government officials and recognized experts in the engineering field.
Provides leadership in professional societies and may represent the company at cyber conferences and technical forums.
Develops and maintains frequent contacts with customers across the services with cyber expertise.
Prepares and provides formal briefings to staff and customers and participates in technical discussions at project review sessions and in negotiations with the customer.
Advises and counsels staff regarding engineering services provided to the customer.
Provides guidance to less experienced Test Engineers.
Performs additional duties and responsibilities as assigned.
Education and Experience
Master’s degree in cyber or related engineering discipline plus 10 to 12 years of directly related experience in testing cyber products in a DoD environment. Military cyber and/or networkexperiencepreferred.
Project management experience.
In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.

Expert knowledge of the principles, practices, and procedures used in test engineering as pertains to cyber testing
A TS/SCI security clearance is required after employment
