SPECIFIC RESPONSIBILITIES:   Serve as DPF FMS Subject Matter Expert (SME) to ensure enforcement of regulations and policies as they apply to the FMS on MDA facility projects. Provides FMS technical expertise for design and construction on MDA facility projects.   Serves as SME and technical advisor for all engineering aspects of the Facilities planning, design and construction for the MDA FMS Facilities Program. May participate in bid analysis to help determine supplier availability and capability.   Supports the development of the scope of procurement work, schedules, and budgets for technical aspects of the contract and monitors progress.  Interfaces with Procurement and Subcontracts to facilitate procurement coordination with vendors/subcontractors and oversight of equipment installation.  

Assists with the monitoring and tracking of critical milestones for the overall successful delivery of large complex, design and construction FMS projects, throughout the projects life cycle. Assists with the development of all FMS pre-case activities including project scope, schedule, budget, along with risk, change management, safety and communications plans Assists with the FMS project deliverables and budget to immediately identify any current or potential project challenges, employing any/all techniques to facilitate resolution, using Project Delivery Team (PDT) members and other technical experts, as needed Assists in surveillance of design, construction and sustainment contracts. Assists in the coordination of FMS facilities project development, work classification, and configuration management of facilities and infrastructure.

Works as part of an interdisciplinary technical team on the facility project and can be assigned to support other technical support groups.   Provides identification of, and analyses of FMS case funding and admin funding as related to facility requirements, ensures that facility products meet program goals/objectives, and assists in the oversite of the quality assessment process. Ensures Government FMS technical criteria and scope are met.  Expedites distribution of action items following discussions/meetings with the Program Element, Senior Project Engineer, Project Manager, Contractors and Subcontractors.  Understands the FMS goals in order to enhance the project work completion on time and within budget.
Participates as required in decision-making meetings with the Government and project management.   Performs other responsibilities associated with this position as may be appropriate.   Requires OCONUS travel (2 weeks per quarter).

PREFERRED EDUCATION/EXPERIENCE: 4-year degree is required and in an Engineering Discipline is highly desired.  Project Management experience is highly desired.  10 years minimum of related FMS facility engineering is required. A broad general FMS background, and previous experience in a project management role is required.  Engineering degrees are a plus.

: Proven ability to perform as a FMS technical SME with management capacities, excellent written and oral communications skills, and excellent knowledge of FMS practices and regulations are highly desired.  Must have good people skills, be proficient in all the Microsoft Office applications, be skilled in developing briefings, reports, presenting briefings, interfacing with senior personnel, while representing PARSONS and MDA in a professional and skillful manner.
