The primary responsibility of this position will be overall management and coordination of the preconstruction phase of Commercial Division and selected Entertainment Division projects, including Hard Bid, Design/Build and Construction Management formats.


  • Review and, based on established criteria, advise which opportunities to pursue
  • Track bidding and presentation deadlines
  • Track prebid meetings and assign person responsible to attend
  • Divide estimating responsibilities among available estimators
  • Coordinate estimating assignments for supplemental estimating staff (Project Managers)
  • Revise assignments as necessary as bid dates are rescheduled
  • Develop bid schedule matrix, maintain and distribute to bid team
  • Coordinate with the Estimating Assistant regarding the bid documents, timing, and format to be submitted.
  • Visit proposed project site to ascertain conditions affecting estimated project cost
  • Develop strategies that will produce a pricing advantage for a specific bid
  • Develop, maintain & update estimating forms & computerized worksheets
  • Modify standard bid template for each bid to address requirements of Owner's bid form, format, alternates, breakdown, and other project-specific items
  • Review specifications bid forms and bid documents noting usual and unusual items that impact estimated project cost
  • Coordinate requests for information on bid documents
  • Coordinate maintenance of Pre-qualified Subcontractors and Suppliers
  • Coordinate invitations to subcontractors for pricing
  • Coordinate addenda and Architect responses
  • Provide direction to estimating staff when responses are inadequate
  • Coordinate M/WBE requirements
  • Estimate quantities and pricing for general conditions and special project requirements
  • Estimate quantities and pricing for other work items as necessary
  • Input pricing from estimators into the master bid estimate
  • Complete bid form and transmit amounts to the person at the bid opening
  • Coordinate and modify as necessary any bid qualifications letters that must accompany the bid o Monitor conditions for variables affecting competitors and mark-up
  • Coordinate with the design team to develop project design
  • Participate in writing, rehearsing, and delivering presentations to win award as the Construction Manager
  • Develop conceptual pricing estimates based on minimal documents
  • Construct models and innovative visual aids to assist in presentations
  • Participate in meetings to monitor and control project scope and budget
  • Develop interim project estimates at various levels of design document completion
  • Review design documents and submit written comments to the team to correct gaps, omissions. overlaps, and questions affecting pricing
  • Advise estimating team of direction to take pending resolution of design document questions
  • Advise Division Managers, Owners, and design team members in regard to bid decisions and strategies
  • Determine contingency and identify risk items associated with each level of document pricing.
  • Provide alternatives and suggestions to team so that budget can be maintained
  • Maintain records and worksheets so that cost elements can be tracked throughout various levels of design development.
  • Provide cost codes to estimators so that preconstruction estimating is charged to the appropriate cost code.


  • Bachelor's degree and ten years related experience and/or training.
  • Ability to read, analyze, and interpret common scientific and technical and legal documents.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to effectively present information to top management, public groups, and/or boards of directors.
  • Ability to work with mathematical concepts and fundamentals; and to apply concepts to practical situations
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret technical instructions and deal with abstract and concrete variables
