ICF is looking for talented, highly motivated Financial/Portfolio Management Specialists to join ICF for a program management and analysis support services contract for a Federal government client. This position will be located in College Park, MD.

  In this role you will provide portfolio management, governance, and budgeting support for the client's IT portfolio, assist in development of system requirements and modifications, evaluate IT investment management processes, and develop recommendations for improving systems and procedures. The ideal candidate will have knowledge of CPIC and Federal budgeting, reporting, and financial management principles, practices, and requirements.   Key Responsibilities:

  • Assist in the implementation, maintaining, and executing of IT governance and IT Portfolio Management functions
  • Assist in the development, update, and maintenance of IT Portfolio Management documentation such as IT budget submissions, IT business cases, and investment reports
  • Support the data collection, development, update, and maintenance of documents, spreadsheets, and other materials related to Capital Planning and Investment Control (CPIC) deliverables, artifacts, policies, and guidance, including maintaining the eCPIC application submission
  • Evaluate current processes, document lessons learned, and recommend potential process improvements
  • Provide support with program planning, cost modeling, lifecycle costing and development (e.g., TCO), and budget reconciliation
  • Provide support to the analysis and results presentation of CPIC reports and data
  • Provide group facilitation, interviewing and other forms of knowledge transfer

Qualifications

 

Basic Qualifications:

  • Bachelor's degree
  • 5+ years of experience
  • Understanding of continuous improvement strategies and methodologies
  • Proven experience in Capital Planning and Investment Control (CPIC)
  • Experience in Microsoft Excel to include regression analysis and use of pivot tables
  • Experience working for local, state, or federal government as a consultant
  • Ability to obtain and maintain a government security clearance

  • Excellent oral and written communication skills, especially in a client interaction context
