Duties & Responsibilities

  • Manage the system deployment of the PMIS solution.
  • Work closely with outside consultants to implement e-Builder across the MBTA.
  • Lead the process of customizing the solution to the specific needs of the organization/program throughout the business solution development lifecycle, including; initial discovery/definition, configuration of solution, to on-going operational support.
  • Become the in-house Subject Matter Expert (SME) on PMIS business solution capabilities.  Advise on future software integration, new/enhanced module functionality, and other services as offered by PMIS vendor (e-Builder).
  • Drive the operational support solution.
    • Support operational processes and documentation for the core solution and operational integration functions. 
      • Definition of the operational solution Key Performance Indicators (KPIs).
      • Definition of the Support tiers / functions.
    • Drive improved information access through analytics and Business Intelligence reporting.
    • Manage "customer" function enhancement list and planning.
    • Operational Integration with IT, IT policies, and support ticket management.
    • Develop and deploy role-specific and general training program.
      • Develop Role based Learning and Development (L&D) Plans and materials.
      • Develop User Manual(s).
  • Oversee and manage a support team of eB admins performing the following duties:
    • Setup of new users and maintenance of exiting user accounts.
    • Assignment of user access to programs/projects.
    • Oversight of operational KPIs, including system usage reporting.
    • Operational trouble shooting.
    • Monitor system, user responsiveness, and network performance.
    • Ensure proper system maintenance.
    • Ensure proper system security and compliance with appropriate regulations, including; security, ADA, and other.
  • Execute on agreed configuration and customization of the base platform to implement enterprise functional solutions.
    • Develop automated business process flows.
    • Configure solution / module components, including but not limited to: data fields, reports, dashboards, forms, workflows, templates, security.
    • Lead development of technical system integrations.
    • Lead auditing process validating compliance to system use requirements.
    • Coordinate changes across business and IT teams.
  • Single point of contact with software provider development and support teams.
  • Manage the future enhancement roadmap by prioritizing end user requests for system enhancements to the best interest of the MBTA:
    • Oversee system Change Management activities and deliverables.
    • Research system enhancement options.
    • Participate in enterprise systems integration planning.
    • Analyze business problems and recommend future solution possibilities.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies
  • Other duties as may be assigned.

Minimum Requirements/Qualifications

  • Bachelor's degree from an accredited institution.
  • Certified training or experience in construction industry.
  • Minimum five (5) years of experience within Program Management Information Systems.
  • Minimum two (2) years' experience as project administrator for a construction company or comparable experience to gain familiarity with construction/development terminology.
  • Advanced MS Office skills (Word, Excel and PowerPoint).
  • Knowledge of Adobe Acrobat, Adobe Photoshop, and Visio.
  • Demonstrated experience using e-Builder or other capital or construction management software.
  • Demonstrated experience with computerized systems, database management and spreadsheet and word-processing programs to manipulate data and create reports.               
  • Demonstrated experience at implementing enterprise solutions within large complex operational organizations.
  • Strong, documented skills in areas of organization, problem-solving and personal interactions.
  • Ability to learn new software quickly.
  • Excellent interpersonal skills and demonstrated ability to interact effectively with all levels of the staff within MBTA.
  • Excellent organizational skills in order to prioritize multiple tasks, develop, analyze and/or revise procedures, meet deadlines, and work in an environment of heavy pressures and changing priorities.
  • Demonstrated communication skills and the ability to compose correspondence.
  • Ability to troubleshoot problems and develop creative solutions.
  • he ability to pass: background screenings: a Criminal Offender Record Information (CORI) check; and the MBTA's drug and alcohol screening.
  • Have a satisfactory work record including overall employment, job performance, discipline and safety records. For internal candidates, the aforementioned applies the two (2) years immediately prior to the closing date of the posting.   • The ability to supervise and work effectively with a diverse workforce.


  • e-Builder experience.
  • PMP certification.
