Required Experience/Skills/Qualifications:

?         A Bachelor's degree in Computer Science, Business or other related field; or an equivalent combination of training and progressively responsibleexperience that will result in the required specialized knowledge and abilities to perform the assigned work

?         Must have at least three (3) years of Information Technology complex functional consulting experience (10 years required if no four-yeardegree)

?         2 full years of PeopleSoft HCM Software Development Life Cycle (SDLC) implementations, specifically with ePerformance.

?         Strong understanding of business requirements, processes, and implementation approaches

?         Demonstrated experience as a successful driver of people and projects

?         Must have strong oral and written communication skills with the ability to create functional specifications, design documents, training materials, test scripts, etc.

?         Proven experience in requirement gathering, fit/gap analysis, documenting design, test planning and execution, test script development and execution, training strategy and development of training materials, and overall implementation planning

?         Proven ability to evaluate configuration options to leverage PeopleSoft delivered functionality

?         Must demonstrate sound judgment of when to escalate issues

?         Must be comfortable providing expert guidance on critical project decisions

?         Need to have experience being a change-agent and being able to reengineer, develop, implement and maintain policies and processes as well as be a creative and an independent thinker

?         Must have PeopleSoft HCM 9.2/Interaction Hub 9.1/Fluid experience

?         Must have government experience, preferably local government

?         Must have PeopleSoft Technical and Functional experience

?         Ability to engage appropriate resources from the City at appropriate phases of the project(s)

?         candidate having experience with business analysis is highly preferred

 

The specific tasks and responsibilities are as follows:

 Task #1: Analysis and Review of the Current Processes

The Consultant shall work with business users to review the current system and business processes in areas noted. Based on best practices and prior experience make recommendations for configuration and improved business processes which would support the City of Raleigh in planning the implementation.

o Automation and Streamlining

In addition to ePerformance, the City will also implement two Manager Self-Service actions as part the project. Experience in implementing the following, while not a requirement, would be helpful.

? Manager Self-Service o Ad Hoc Salary Change

o Budgeted Salary Change

Business Process, Training, and other related Documentation

? Communications and Notifications

The City of Raleigh?s minimum documentation requirements for Task 1 are as follows:

? Project schedule of working sessions and requirements gathering

? Working session agendas

 

Task #2: Functional Review Report

The Consultant shall provide formal as-is and proposed ?to-be? Business Process documentation and validation for each specific area. The document shall include process flows and narratives involved with the process and opportunities for improvement. Following the documentation for each area, the Consultant shall hold requirement review follow-up sessions to validate the process with staff and gather any changed system requirements for each specific business function. This should include identification of City of Raleigh functionality that may be improved and enhanced for effectiveness and productivity. Additional meetings to discuss and finalize work items with the technical team are required. After the final review sessions are complete, the Consultant shall deliver a formal document which represents needed system requirements to support the City of Raleigh?s business needs as related to the ePerformance module. The report must include an analysis of functional requirements.

The minimum requirements for the Functional Review Report shall include the as-is and to-be areas noted in Task #1 as follows:

 

Key Requirements

? Business Process Analysis

? Process flows and narratives of systems involved with the process

? Documentation of issues and proposed resolutions

? Considerations for technical development/customizations

? Post Go Live production support

? Opportunities for improvement

? Notes

--Additionally, the Consultant shall provide system demonstrations of proposed changes.

 

Task #3: Action Plan

The Consultant shall provide a formal written comprehensive recommended plan of action to implement effective and cost-efficient solutions to support needs identified within Task #1.

The Action Plan shall include, but is not limited to, the following:

Prioritization of solution requirements

Potentials for phasing-in solution implementations

Considerations for development

A project plan including suggested timeframes for implementing and action items

Types of policies and procedures needed to support production environment, including system monitoring, backup, recovery, etc.

Production support methodology

Additional strategic and tactical recommendations

 

Task #4: Implementation

The Consultant shall work with functional users and technical team to implement the City of Raleigh?s chosen options based on review. This shall include performing configuration changes, testing, training, and business process documentation as needed to support the City of Raleigh in ensuring on-going efficient usage. For each option City of Raleigh chooses to implement, the Consultant shall lead in the minimum requirements for each change as follows:

? Creation of Functional Specifications ? Consultant to create with input from City of Raleigh

? Quality Assurance (QA) of Technical Specifications ? Consultant to create with input from City of Raleigh

? Consultation with technical staff as needed

? Creation of System Test Scripts ? Consultant to create with input from City of Raleigh

? Conducting System Testing ? Consultant to assist

? Development and/or updateSupporting PeopleSoft UPK Training documentation ? Consultant to assist in creation

? Conduct any Training Sessions as needed

? Go Live and Initial Production support as needed

? Development and/or updateSupporting Business Process
