The Operations Program Manager will be focused on managing and improving business processes for the Operations department in support of strategic initiatives and take an active role in managing a portfolio of projects that range in terms of scale, resource requirements, and complexity. This is a challenging position working in a fast-paced environment with the opportunity to utilize experience to drive timely execution of project activities. This role will play a key part in enabling the achievement of transformational outcomes for the Operations department and the enterprise.
Who You Will Work With
The position will report directly to the Senior Vice President - Operations and will work with members of the broader Operations team, as well as Information Technology, Finance, and Business Development. In addition, the position will liaison with external stakeholders, including consultants and counterparties.
Where and When You Will Work
Work is to be conducted at Farmer Mac’s headquarters at 1999 K Street NW, Washington, DC. Business hours are Monday through Friday 8:30 am to 5:30 pm Eastern Time. Work outside of these times may be required for planned and unplanned activities for the purposes of completion of time-sensitive projects or attendance at off-site meetings or events. Periodic travel is expected of this position to meet with internal and external stakeholders.
Primary Responsibilities and Duties
Enable the management and delivery of Operations initiatives, including, but not limited to new programs, processes, and supporting systems.
Manage Operations projects through the project lifecycle of initiation, planning, execution, testing, and closure.
Document business requirements, design specifications, test plans, and project summary reports for all applicable Operations initiatives.
Report on project and portfolio milestones, statuses, and potential risks/issues.
Assist with the identification and implementation of business process enhancements to facilitate effective and efficient operations.
Align with enterprise SDLC and change management methodologies and processes for requirements gathering, testing, and deployment.
Analyze, research, and document potential resolution of complex workflow issues for leadership approval and eventual delivery.
Partner with other business areas, consultants/vendors, and technology teams to deliver on project milestones and promote awareness and transparency.
Assess and effectively manage risks associated with Operations (e.g., loan settlement and servicing) to ensure activities are in alignment with the company’s and department’s risk appetite and risk management framework.

Experience in managing and organizing documents and coordinating messaging across teams.
Experience in managing operational process improvements.
Experience developing Visio and BPMN flowcharts.
Advanced technical and business writing skills that will aid in the translation of requirements to solution delivery.
Skills in organization, proactive initiative, attention to detail, consistent accuracy, strong verbal, and written communication.
Capacity to quickly shift from one task to another in keeping up with the fast-paced working environment.
Ability to facilitate the development and maintenance of highly effective processes.
Advanced skills using MS Office applications (MS Access, Word, Excel, Outlook, PowerPoint and Projects).
Education and Experience
Bachelor’s degree in Accounting, Business, Finance, Information Systems, or similar discipline.
Eight (8) or more years of relevant professional experience.
Proven track record in technical writing and system documentation.
Prior experience in finance, banking, or the mortgage industry.
Project Management Professional (PMP) certification required; Program Management Profession (PgMP), and PMI Risk Management Professional (PMI-RMP) preferred.
Significant work experience in a related industry will be considered in lieu of the educational or certification preference.
