Project Description:

As a NC3 Portfolio Analyst, you'll bring your in-depth understanding and expertise to support a senior defense client in the strategy development, implementation planning, and acquisition, transition, and resource-related assessments for communications systems related to NC3 space, airborne, and user segments, mission management, and ground infrastructure. You'll be a trusted advisor to our clients, and we'll look to you to identify, analyze, and evaluate complex systems, policies, and processes, operating with substantial latitude to lead decision analysis for addressing complex DoD acquisition and investment problems, providing recommendations, and executing plans to optimize portfolio investments, and reducing enterprise risk.

This position is 100% onsite at the Pentagon.

Required Skills:

• 7 years relevant experience and an active TS/SCI clearance
• Experience as a self starter, effectively executing the action or staff officer role
• Experience with DoD use of, and governance for, NC3 portfolio of programs, projects, and activities including user segment, mission management, and ground infrastructure
• Experience with working as part of a cross-functional delivery team, integrating and incorporating information from multiple team members into recommendations or decision materials
• Knowledge of the DoD Adaptive Acquisition Framework (AAF), Joint Capabilities Integration and Development System (JCIDS) or Planning, Programming, and Budgeting, and Execution (PPBE) processes
• Active TS/SCI clearance
• HS diploma or GED and 7+ years of experience in an operational role with DoD or interagency partners, or Bachelor's degree and 3+ years additional experience, or Master's degree

Desired Skills:

• Experience with implementing, modernizing, and transitioning NC3 technologies
• Experience as an action officer or staff officer on OSD, Joint Staff, or Service/Agency-level headquarter staff including developing strategies, decision briefs, and information papers and analyzing policy documents
• Experience conducting technical, acquisition, and programmatic assessments and recommendations for NC3 systems in support of capability portfolio management and acquisition decisions related to the NC3 portfolio.
• Experience with writing and synthesizing data from multiple sources into comprehensive technical documents that are easy to comprehend
• Experience with analytical activities for US government acquisition programs, including stakeholder requirements definition, requirements analysis, test and evaluation, trade studies, or architecture design for US government processes
